In the Novgorod region will start the pilot on accounting and issue of drugs using a blockchain

In April, 2018 in Russia it is going to start a pilot project on accounting and issue of drugs using blockchain technology, the adviser to the chairman of the board of VEB Vladimir Dyomin told Izvestia.

Pilot's purposes

As the pilot region the Novgorod region is selected. According to the project documentation, the blockchain will be applied to fight against a counterfeit and resale of expensive prescription drugs purchased at the expense of budget funds and also unauthorized making changes in schemes of treatment of patients. In a blockchain system all data are ciphered, they cannot be deleted or replaced. Thus, the system of appointments and supply of drugs will become transparent both for the patient, and for inspection bodies.

In general, as expected, the blockchain project of VEB will allow to reduce risks for the most vulnerable categories of patients — exempts and people who need expensive treatment for the budget account.

Pilot's participants

Three departments of the Novgorod Regional Clinical Hospital (NRCH) participate in a pilot project, further, as it is planned, the network of drugstores of Novgorodfarmation will be connected to it.

Implementation

The unified register of electronic recipes to which the internal information system of the Novgorod regional hospital and the 1C: Enterprise program for accounting of drugs are attached was for this purpose created, told in "Joint Medical Corporation" (JMC) which develops the software for the project. All three parts are integrated into Ethereum blockchain Wednesday — between them there will be information data exchange about patients, availability of medicines in a warehouse and their movement.

The authenticity of drugs will be verified in the system of marking. Those whom doctors will define in a hospital will receive "The patient's tablet" and will be able to control all course of treatment and prescription of medicines. The device cannot be taken out from hospital. For those who are treated on an outpatient basis, recipes with the QR code containing information on the patient, his doctor, the scheme of treatment, a dosage, the place and time of issue of medicine are provided. The patient will know whether there is medicine in a warehouse, its expiration date and the producer, explained in OMK.

It is supposed that the reporting from a blockchain system will be received by regional Roszdravnadzor, department of health care, territorial Fund of compulsory medical insurance and management of FAS for the Novgorod region.

According to information provided on the website of the Novgorod regional clinical hospital from December, 2017 to February, 2018 during the project the following events were executed:

• Purchase of the server hardware and deployment of software blockchain
• The choice of option and wiring design of data transmission on the platform a blockchain from program systems of GOBUZ NOKB. Approval on compliance of requirements of the legislation of the Russian Federation regarding data protection.
• Approval of transmission formats of data from MIES GOBUZ NOKB in 1C: Enterprise and from 1C: Enterprise on the platform a blockchain.
• Acquisition of licenses of the software 1C: Enterprise for the departments of hospital included in the project.
• Acquisition of the automated jobs (AJ) for the hardware of the departments of hospital included in the project.
• Installation hardware and the software allowing a message the sheet of appointment and write-off of medicines and the system of personal data protection in department of hematology.
• The V NOKB installation of the server hardware allowing to transfer data to the Ethereum platform to a blockchain.
• Design of data exchange of MIS NOKB with a 1C system: Enterprise.
• Design of data exchange of a 1C system: The enterprise with the Ethereum platform. Formation and export of the test electronic sheet of appointment (ESA).
• Acquisition and installation hardware and the software "The tablet of acquaintance of patients" for a hospital segment.
• Training of staff of department of hematology in maintaining electronic sheet of appointment at virtual patients and test base of medicines
• Debugging of software tools and elimination of errors in the data transmission mechanism on the Ethereum platform.

Completion of debug works, training of employees and transition to trial operation of the solution is planned for April 30.

Cost and terms of works

According to OMK, implementation of the platform will cost to the regional budget 5 million rubles - it is expenses only on research works, work of programmers and equipment procurement. The pilot is going to complete on December 20, 2018. After that the decision will be made whether to scale the project on other regions and then all over the country, the adviser to the chairman of the board of VEB Vladimir Dyomin noted.^[1]
