Drills on mitigation of consequences of a high water in Moscow area were staged using the mobile center "Vizor"

The Step Logic company in April, 2018 announced that, its development was used during the regional tactical and special exercises on mitigation of consequences of a spring high water which took place based on the skating center "Kolomna". Using mobile command center of Vizor problems of monitoring of a situation and rapid response to incidents were solved.

Representatives of the different services and departments which are responsible for warning of emergencies and liquidation of their effects were involved in an action. On a legend of exercises, because of intensive thawing of ice and snow in the territory of the Kolomna city district water level in Oka rose by 105 meters on the Baltic system therefore there was a threat of flooding of a number of localities.

During the action elements of conducting air reconnaissance and rescue of people using unmanned aerial vehicles, motor-delta summer "Pilot-6" and L-4 seaplane were fulfilled. Besides, the rehearsal of actions of administration of the Kolomna district for evacuation of the population and the organization of temporary accommodation centers and also the staff of different services on elimination of accident on power substation, pumping of water from the flooded buildings, to carrying out the analysis of drinking water, recovery of telephone communication, etc. took place.

The mobile command center of Vizor provided monitoring of actions of rescuers online and also rapid response to emergency situations. Development of Step Logic allows to unroll instantly the video conference, a monitoring system and the other systems requiring graphical representation of information. Feature of Vizor is the possibility of its use in extreme conditions and broad ranges of temperatures, noted in Step Logic. The solution is intended for security agencies, divisions of the Ministry of Emergency Situations, the organizations of health care, large construction companies, the enterprises of the oil and gas industry, the state and private organizations with a wide branch network having the mobile headquarters and points of placement needing periodic migration.

According to Nikita Kochergin, the director of the department of unified communications and contact centers of Step Logic, the tasks facing the stationary situational center such as monitoring and control of the current situation, increase in management efficiency and efficiency of decision making, including at emergence of emergencies – are not less relevant also when holding different exercises and also on extended objects. Vizor allows less than in 10 minutes to unroll the mobile situational center "in fields". Besides, it is completely Russian development, he emphasized.

Within the action the field meeting of the Commission on emergencies and ensuring fire safety at the governor of the Moscow region took place and a review of readiness of forces and means of the Moscow regional alerting system and emergency response intended for liquidation of emergency in the period of a spring high water.
