2019: Development of the project based on EDMS Tessa
From January to December, 2019 Syntellect was engaged in development of the project based on EDMS TESSA.

Implementation
Since June, 2018 Syntellect automates document flow of Rostec state corporation on the TESSA platform.
Are automated:
- office,
- internal and office document flow,
- Automated workplace of the head,
- contractual block,
- protocols.
Replacement EMC Documentum within the program is planned import substitution.
The number of licenses - 2000.
Start of Project
The Rostec state corporation decided to refuse EDMS on the foreign Documentum platform and to pass to the Russian solution Tessa developed by Syntellect company. Search of the contractor for this purpose Rostec began to look for[1] in April, 2018]. The starting price of the contract is 35.6 million rubles.
Rostec expects to implement new EDMS in central office for work not less than 2 thousand users. New EDMS should ensure simultaneous operation not less than a half of this number of employees.
A system is intended for complex automation of the main office work processing of documentation in divisions of central office Rostec and information exchange between participants of workflows, it is specified in competitive by terms of reference. In this case treat the basic office work processes: formation and processing of the entering and outgoing correspondence, internal documentation, agreements and powers of attorney.
Creation of new EDMS pursues a broad range of the purposes, follows from terms of reference. Among them – reduction of operating costs of office-work, expansion of a range of the automated tasks high-quality improvement of process of control of execution of instructions and many other things.
Rostec repeatedly emphasized the orientation on import substitution in the field of IT. EDMS Tessa is present in register of domestic software, however at the same time initially it worked only with OS and DBMS Microsoft. Only in May, 2018 the developer announced that Tessa supports also DBMS now PostgreSQL. Linux Promises to implement support of OS of the Syntellect family "in the next release of the platform in the nearest future".
Rostec which selected Tessa as the main platform for new EDMS to these statements of the developer reported to TAdviser that the state corporation considered all solutions presented in the register of the Ministry of Telecom and Mass Communications including those that support "Linux environment".
The choice of EDMS "Rostec" was carried out on the basis of the requirements to a system created in corporation as priority. The products presented in the register supporting work in "Linux environment" did not conform to other requirements of corporation, - explained TAdviser the choice of Tessa in state corporation. |
The issue "dependences" from the western vendors was handled many times as well as risks which implementation will be able to influence work of corporation, added in Rostec.
Possible scenarios were worked out by profile services "Rostec", and for today we are sure that sanctions pressure from the western vendors will not be able to influence work of corporation, - say in Rostec. |
EDMS based on the solution with the open code in Rostec was initially not considered.

The state corporation is going to select the winner of competition on creation of a system on May 21. The contract date is designated by 375 calendar days from the moment of its signing.
