Start of the project on transfer of budgetary institutions in a cloud of 1C

On May 30, 2018 it became known of start of the project on transfer of budgetary institutions of St. Petersburg from boxed solutions of 1C on a cloud platform of this company in DPC of the Government of the Northern Capital. City expenses on the project on estimation will make about 260 million rubles within three years.

Transition to a cloud platform of 1C will become a part of the project of creation of the Uniform information and analytical system of accounting of St. Petersburg. Expenses on creation of this system in the amount of 79.2 million rubles in 2018, by 85.1 million rubles in 2019 and 96.5 million rubles in 2020 are provided in the current law about city budget. Meanwhile, the contractor of the project is not selected yet — the corresponding tender was announced on May 23, 2018 the results of which will be summed up on June 7. According to the technical project of the tender, the basis of a system will be formed by the standard solutions "1C:Enterprise 8" from 1C and "Parus budget 8" from 1C Parus.

As told CNews in 1C, the unified boxed solutions of this company are used by all budget organizations of St. Petersburg (from education, medicine, culture, sport, etc.) more than 10 years, having succeeded "zoo" from over 60 products of different producers, including self-written.

The deputy director on work with corporate clients of 1C company Marina Slesarenko characterizes the forthcoming process of moving to a cloud as methodological and technical centralization. From the point of view of the director of 1C Boris Nuraliyev, the main benefit for St. Petersburg from project implementation will be connected with optimization of management processes.

According to the Chairman of the Committee of finance of the Government of Saint Petersburg Alexey Korabelnikov, the cloud for budgetary institutions will work at capacities of DPC of its committee. In total in the city there are about 2.8 thousand such organizations.

According to him, transition to a cloud platform will allow to solve a problem of inefficiency of budgeted expenses: each organization was forced to hold at itself server capacities, to conduct independently in fact the same completions. According to the results of the project everything will be given to uniform standards and templates.[1]

Plans for creation uniform IAS of accounting for state institutions

In St. Petersburg are going to create a uniform information and analytical system of accounting for city state institutions based on solutions of 1C. In May, 2018 the Chairman of the Committee of finance of St. Petersburg Alexey Korabelnikov reported about it. According to him, in the city about 2.8 thousand budgetary institutions, and gradually all of them should pass to new single solution.

Answering a question of TAdviser, the official specified that in general St. Petersburg cooperates with 1C more than 10 years, but work with it had more separate character earlier. Each budgetary institution of the city independently interacted with 1C and its different contractors for the purpose of completion of systems and had own databases. It resulted in inefficiency for the city, first of all, of the financial plan.

Now databases of all organizations will be transferred to a uniform cloud based on DPC of the Government of Saint Petersburg, Korabelnikov in a conversation with TAdviser noted. Such approach will allow to increase transparency of financial activities, calculate in committee.

Also the city wants to save on point completions of software: with single solution of completion will be carried out once and to extend at the same time in all organizations. St. Petersburg expects to save on "iron" because each separate budgetary institution should not buy it independently.

In addition to centralization of a system to it the analytical superstructure which will allow to accumulate and analyze Big Data will be made, Alexey Korabelnikov told. At the expense of it information from all budget organizations will be consolidated in a new system and to be used for acceptance of management decisions in the field of purchases, optimization of personnel, optimization of networks of budgetary institutions, etc.

Development and platforms, and an analytical superstructure is going to entrust the same contractor. He should be selected later by tender. The Chairman of the Committee of finance of St. Petersburg preferred to TAdviser not to sound the estimated maximum price of the contract with future contractor previously.

The similar project - transfer to the centralized cloud accounting of 1C of budgetary institutions - took earlier place in Moscow. According to Alexey Korabelnikov, the St. Petersburg project from Moscow will probably have no fundamental differences.
