Operator of the electronic government of the Leningrad Region (1C: Document Flow 8)

State governmental agency of the Leningrad Region "Operator "of the electronic government" performs development and maintenance of the information systems providing functioning of infrastructure of providing the public and municipal services in electronic form and is responsible for ensuring operability of information systems of executive authorities of the Leningrad Region and the organizations subordinated to them providing functioning of "the electronic government".

For accounting of orphan children in the Leningrad Region and automation of process of transfer of housing stock to the orphan children needing provision of housing, the information system providing accomplishment of these tasks was necessary for our organization.

As earlier information systems for such accounting were not used, we needed to develop absolutely new system considering relevant standards of the Russian legislation and allowing to conduct at the same time bases with a different accounting system and to prepare the reporting for higher bodies.

For work on automation the PiterSoft company having considerable experience of development of information systems and the fulfilled implementation methodology of software products in public institutions was selected.

Staff of PiterSoft company offered the project of creation of the automated information system (AIS) "Housing for orphan children in the Leningrad Region" based on the 1C: Document Flow 8 software product.

Works on creation of a new information system began in October, 2014. PiterSoft carried out all works on project implementation:

• developed an information system from accounting of all our wishes;
• implemented the software in workplaces;
• provided training of our employees at places.

During development and deployment of the AIS "Housing for Orphan Children in the Leningrad Region" we were given high-quality consulting support.

Process automation of accounting of orphan children and providing them with housing became result of implementation. Among the tasks solved using the implemented AIS it is possible to select:

• simultaneous maintaining bases with a different accounting system;
• creation of the list of the orphan children and children without parental support who are subject to providing with premises;
• formation and maintaining the registration form of the orphan child needing provision of housing;
• automatic formation of the reporting on provision of housing for orphan children;
• the organization of electronic document management for providing orphan children with premises at all stages providing service from filing of application before providing with premises;
• control of the reporting and document flow in general on compliance to standards of the Russian legislation.

As a result in August, 2015 (AIS) "Housing for orphan children in the Leningrad Region" based on the software product "1C: Document flow 8" it was brought into commercial operation. Today 40 jobs are automated.

The PiterSoft company performs service of the implemented system within the it is information-technology maintenance (IIITM) and renders consultations to users on work with the AIS within the agreement of maintenance.

Implementation (AIS) "Housing for orphan children in the Leningrad Region" optimized work of our organization:

• the number of papers when accounting housing of orphans decreased;
• storage costs of papers on accounting were reduced;
• costs for a courier delivery decreased;
• time of processing of each document was reduced;
• disappearances (loss) of documents are excluded;
• emergence of uncoordinated documents is excluded;
• time for preparation of the report was reduced;
• need of verification of each document on compliance to the current legislation disappeared.

As a result the procedure of provision of housing to orphan children became more transparent and controlled. Now the information system "Housing for Orphan Children in the Leningrad Region" works in all 17 areas of the Leningrad Region. Data exchange with the central (regional) database is made by means of the web interface.
