On June 15, 2015 Rostelecom announced the beginning of the third, final stage of creation of the hardware-software complex (HSC) "Safe city" in the Rostov region. Segments of a complex will appear in 30 municipal entities of the region among which – Chertkovsky, Sholokhovsky, Remontnensky and other most remote areas. Thus, the national digital provider will include in a single system of ensuring public security of all 55 administrative and territorial units of the Rostov region.

Thanks to modern information systems of interaction, control and monitoring the complex provides the high level of public and natural and technogenic security and also improves coordination of actions of regional forces and services. For June 15, 2020 "The safe city" in the Rostov region includes video surveillance, the systems of visual control, the analysis and monitoring of a situation and a call of the emergency operational services.

"The safe city" provided an order on actions in Rostov-on-Don within the FIFA World Cup of 2018. Federal experts of ANO Tsifrovaya ekonomika on "Digital pumping of the region" noted this experience as one of the most successful federal the practician, having referred including to assessment of the international experts. For June 15, 2020 the system of intellectual video surveillance works in 25 municipalities of area and allows law enforcement officers to prevent and solve the crimes and offenses "without delay", – Denis Lysov, the vice president – the director of macroregional branch "Yug" of PJSC Rostelecom commented.

2018: Creation of a video surveillance system within implementation of Bezopasny gorod agrarian and industrial Complex

On June 21, 2018 Rostelecom in Rostov-on-Don announced creation of a video surveillance system within implementation of the hardware-software complex (HSC) "Safe city". A system is intended for security of inhabitants and guests of Don, including during the mass actions.

In the territory of Rostov-on-Don we created the video surveillance system including 198 intelligent video cameras. They have analytic functions up to recognition of the state license plate numbers on cars. From them 130 cameras provide recognition of situational analytics – detection of an object in a forbidden band, detection of the left subject, identification of unauthorized accumulation of people, detection of the atypical movement. Surveillance cameras are distributed in the territory of the main locations of human flows in places of accumulation of people and around Rostov Arena stadium: 26 cameras – in the fan zone of Levoberezhny Boulevard, 68 – in the territory of "a football square", 22 – on entrances and departures from the city, 6 – at the railway station of Rostov-on-Don.

According to the solution of the governor of the Rostov region Vasily Golubev video flows of surveillance cameras of Rostov Arena stadium, the Platov airport, Olimp-2 stadium, the main and suburban railway and bus stations and other socially important objects of Rostov-on-Don, Bataysk, Azov, the Azov and Aksay districts are integrated with Bezopasny gorod agrarian and industrial Complex. In total today the regional platform includes 1297 video flows.
