Oliver Charles Hughes was born on June 27, 1970 in Folkestone (Kent, UK).
Education
In 1992 he graduated from the University of Sussex with a degree in History, Politics and Culture of Russia and France. He has a Master of Arts in International Politics from the University of Leeds and a Master of Science in Information Management and Technology from City University. He speaks English, Russian and French.
Career
1998-2005
Since 1998, he worked at Visa International, for nine years he went from manager of authorization and risk control at Visa CEMEA to head of Visa representative office in Russia.
In 2000, he moved from the management of payment systems to the field of business development. He is one of the first team members to open an office in Moscow in the fall of 2000.
