Biography
Born June 13, 1978 in Cherepovets.
Education
In 2000 he graduated from the Cherepovets Military Engineering Institute of Radio Electronics, or ChVIIRE for short, with a degree in Radio Engineering, Chinese Translator.
In 2011, he received additional education at the Higher School of Economics with a degree in Media Management.
In 2018 he defended his thesis at St. Petersburg State University. Topic: "The influence of the media on the processes of socio-political modernization of Taiwan." He received a Ph.D. in political science.
In 2023 he graduated from the magistracy of IsiSP under the Government of the Russian Federation with a degree in Jurisprudence and a training profile in Legal Service in State Authorities.

In 2016, Baikal Communications Group's revenue amounted to 16.8 million rubles, net profit - 11 million rubles. In 2020, income amounted to 101.5 million rubles, net profit - 70.2 million rubles.
He is also a director of Edward's East Strategies in the countries of CA and the Caucasus (edwards.kz) of an international consulting firm headquartered in Astana (Kazakhstan).

Social activities
He is the chairman of the board of trustees of the Lake Baikal Foundation for Support of Applied Environmental Development and Research, established on November 22, 2016.
The purpose of the work of the Lake Baikal Foundation is to promote natural science, humanitarian projects and initiatives that are aimed at preserving and developing the Baikal natural territory and Lake Baikal, according to its website.
Founder of the Research Center of Legal Expertise (https://law-expertise.ru). The organization was established in June 2021 with the aim of:
- Assistance to the state in the implementation of legislative tasks;
- Support business and NGOs in assessing the legal basis of their activities and its consistency with current legislative trends;
