Alexander Axelrod, Corus Consulting: EDMS "Sputnik" uses the most modern technologies

Alexander Axelrod: The idea came very simply, an evolutionary way. Substituting consistently modules ECM- platforms EMC Documentum: the interface, search, the engine business processes, we eventually replaced the content server and received full-fledged own EDMS. In parallel in Russia the policy began to develop actively import substitution and it turned out that our solution is ideal for the enterprises which want to follow this policy.

Alexander Axelrod: Modules are written in the Java programming language. We use about 200 libraries of Open Source among which there is, for example, Apache Solr. Also we partially use Hadoop technology and own solutions: for example, we created the content server independently. So it will be correct to tell that EDMS "Sputnik" is created on a big joint of technologies, all from which - modern.

Alexander Axelrod: On the fact that at the Russian market there is a large number of the foreign systems - it is already big question. In my opinion, from the western solutions in the market there were only OpenText, Alfresco and Microsoft SharePoint. The long story of development of these platforms is them both plus, and minus. The same concerns known Russian EDMS which have a big heritage, and it significantly interferes with their development.

What on their background selects our system? The fact that Sputnik really uses the most modern technologies. It gives us the advantages connected with excellent scalability and fault tolerance, good parameters on high-speed performance and system performance. And as Sputnik grew from the ECM platform of Enterprise-level, a system is initially focused on rather large implementations that does not prevent to use, of course, it in the enterprises of small and medium business. Our experience of large implementations of EDMS (from projects in Rostelecom, Rostec, Rosatom to PJSC OGK-2, Sukhoi Design Bureau) and experience which implementations of Sputnik have already (for example, in Social insurance fund) allows us to feel confidently in an Enterprise-segment.

Alexander Axelrod: Now our largest project is implementation of Sputnik in Social Insurance Fund of the Russian Federation. In a system 25 thousand users, 400 branches, 85 regional departments work. About 7 thousand users work at the same time.

Alexander Axelrod: I already mentioned the largest project - it is the Social Insurance Fund. The following very interesting project – implementation of EDMS in the Government of Sverdlovsk region. We work with this customer since 2011 and began work with implementation of the EMC Documentum platform. Today we transferred both systems of the Government – EDMS and the module "Citizens' appeals" – to our EDMS "Sputnik". At the same time Citizens appeals in this case is a separate system whereas, for example, in the Social Insurance Fund of EDMS and Citizens appeal stand in uniform installation.

The project is interesting to the Government of Sverdlovsk region also that the customer from January to August, 2018 by own forces connected 230 organizations. At the end of 2017 we transferred them to EDMS from EMC Documentum on Sputnik. Need of scaling and connection of new users, so and purchases of new licenses was one of the reasons of this transition. With Sputnik there are no such restrictions that allowed them to connect enough in high gear 230 organizations, namely administration of the governor of Sverdlovsk region, 5 administrations of managerial districts, 36 executive bodies of the government, 93 municipal entities, 97 different state budgetary institutions, GKU, state archives, Territorial Offices of health care and compulsory health insurance, management of a social policy on the municipal entity (Sputnik supports in one installation work of an unlimited number of legal entities for which it is possible to organize own document flow and exchange between all participants of a system). The key moment is that this connection was organized by own forces of the customer without involvement of third-party specialists. It is important as shows that any company can independently develop our EDMS. Actually the state customer by own forces doubled the number of users who work in a system. Thus, the Government of Sverdlovsk region represents service to the state organizations regarding the organization of electronic document management.

Alexander Axelrod: There are no completed projects yet, but there is rather large amount of activities on implementation of "A universal workplace of the government employee" on all regions. Plans of implementation of this complex rather big, and we with colleagues from the companies "Rusbitech", "New cloud technologies", affiliated enterprise "Rostelecom" "Sputnik" and IT Depot actively study this product and we are at an active stage of signing of partnership agreements.

Besides, we already have first partnership agreements with the regional IT companies which undertook processes of implementation and support. So, for example, in September of this year we signed the agreement with Genesis of IT company on promotion of our EDMS in the Chelyabinsk and Kurgan regions.

Alexander Axelrod: After carrying out stress testing and confirmation of a scaling option of our system on 200-300 thousand users, we understand that we are competitive in the market of large implementations. Therefore in a priority for us now - big customers at whom the number of users begins from 20-30 thousand, and ideally – 100-150 thousand human. But it, of course, does not cancel that the companies with the smaller number of users can use Sputnik. One of examples – our project for Utkonos online store where in Sputnik about 300 users work. The client is happy and even orders completions, and it means that a system lives and develops.

Alexander Axelrod: We have roadmap of development of a system till 2022 which was developed at the end of 2017. At the moment we go even with a certain advancing of this plan. According to the planned strategy, we transferred a system to PostgreSQL and right there confirmed it with the project for the Government of Sverdlovsk region. In this project we transferred EDMS from proprietary DBMS to PostgreSQL DBMS Open Source and implemented the module "Citizens' appeals" on PostgreSQL at once.

Also held stress testing and made the module of expanded audit, than any of ECM platforms with which we work cannot brag now. Thus, Sputnik can fix all events which are taking place in it and actions, beginning from authorization and changes in documents, finishing with administration. It is not just support of version control, it is deep audit of a system.

I will not cut out further plans, but I can tell that a system is expected by the next large updating in the spring of 2019.
