On January 31, 2019 Rostec reported that the Ruselectronics holding equipped with the inspection and customs complexes (ICC) for examination of motor transport check points on the Kyrgyz-Uzbek and Kyrgyz-Tajik sections of border of Kyrgyzstan. It will allow to increase quality of cargo inspection on borders of the Customs union. Stationary automobile IDK are set at check points Kyzyl Kia and Kyzyl Bel.
The Russian IDK developed by Skantronik Sistems LLC in interaction with JSC NPP Tory (Enter in Ruselectronics) and Laboratory of electronic accelerators of MSU, have good technical characteristics. The high penetration allows the see complexes a load in the car or a container even through steel up to 460 mm thick. Capacity of the Russian IDK for February, 2019 makes 25 vehicles per hour.
IDK will allow to increase protection against penetration of the unauthorized and prohibited loads on the territory of Kyrgyzstan. Use of IDK minimizes a human factor when carrying out examination. Scanning the vehicle, a system actually does "autox-ray" that allows to perform complete examination of vehicles, including internal contents of the transported loads". IDK will recognize four groups of materials – organic chemistry, not organic chemistry, heavy and light metals and also perform estimated weighing of both all load, and its separate parts at the choice of the operator with a margin error less than 10%. The functionality of complexes allows to make examination of vehicles without opening of a container, detecting the prohibited objects, weapon, explosive and narcotic substances. Besides, use of IDK allows to check a load for compliance to commodity and accompanying documents.
Inspection and customs complexes of Ruselectronics will equip also check points Karamyk, Torugart, Irkeshtam and Kayragach. The project is implemented according to the agreement between the governments of the Russian Federation and the Kyrgyz Republic on rendering technical assistance to the Kyrgyz side within process of accession to the Eurasian Economic Union.
