Decisions on administrative penalties for motorists will be made on the basis of sent photos and videos without drawing up a protocol.

Using cameras of smartphones and tablets, users will be able to record, for example, violation of the rules for traveling through a railway crossing, driving at a red light, entering the oncoming lane, not allowing cars with special signals, violating the rules for stopping and parking.

Materials shot by pedestrians must be registered on a single portal of state and municipal services indicating the time and coordinates of the survey. Video files will arrive at the portal, where they will be initially checked. 

In order to use the service, it will be necessary to register in a special state information system and download the corresponding application. Investments in the project are estimated at 2.7 billion rubles.

The point is that citizens are involved in fixing violations, explains Peter Shkumatov, coordinator of the Blue Bucket Society. Previously, this was also possible, but violators, in fact, were not attracted - summons were sent to the maximum so that a person came to the analysis group, and people ignored them. " After the entry into force of the innovation, fines will be issued automatically, the expert notes.

By February 2019, the Moscow Assistant and People's Inspector applications have been available to residents of Moscow and Tatarstan for several years, with the help of which you can photograph and shoot videos of violators. The Moscow Assistant has more than 340 thousand users; from 2015 to February 2019, they sent more than 1.5 million photos of parking rule violators. [1]
