RTS tender: Service of automation of the procedure of justification of the prices of the purchased medicines

2019: Start of service

On March 4, 2019 RTS tender reported that offered service for state and the municipal organizations which will allow to automate as much as possible the procedure of justification of the prices of the purchased medicines. With its help specialists can execute free of charge calculations according to all requirements of Order No. 871n Ministry of Health Russia and spend on it less than time, than earlier.

For justification of the price of purchase of each medicine the state and municipal organizations were obliged to use at the same time several methods: so-called a method of comparable market prices, a tariff method (for purchases of vital and essential drugs) and also a method of the weighted average price. The minimum price for medicine unit was selected from the price values received in calculation result on each of these methods. This technique was set by Order No. 871n of the Russian Ministry of Health and worked till January 01, 2019 when became effective need of use of one more - a method of the reference prices. It represents calculation of the unit price of medicine, on the basis of information on the reference prices published by the Russian Ministry of Health. The specified prices vary depending on the purchasing amount of medicines: than the amount of the purchased medicine, that low price is more.

According to the need for automation of search and calculation for a method of the reference prices, specialists of the platform RTS tender completely updated the created service for automation of calculation of the prices of medicines.

Automation of receiving up-to-date information from all necessary sources allows the User to save time for the solution of a task. Calculation of the price of purchase of one position of medicine takes on average 7-10 minutes. The functionality includes search of all necessary contracts, extraction of the prices (including from files and acts of the performed works), automatic recalculation of the prices in different units of measure and other actions providing correct calculation.

Accomplishment of such calculation manually even on one medicine demands from the specialist of the maximum concentration and immersion in specifics of purchases of medicines. In cases when it is necessary to take the prices from a large number of contracts and data in such contracts are not structured, calculation of the price can take tens of hours and represent a set of the same actions for search of the prices, to their analysis and inclusion in calculation within each of methods. It is obvious that the probability of a technical error is in that case not excluded. Therefore, the term of the publication of purchase and the actual supply of medicines to patients can be also displaced. This problem can find critical character when purchasing vital and essential drugs (VED).

Before start in operation of service, we suggested to execute its testing to a number of the experienced specialists who are regularly facing a problem of justification of the price of medicines. Special attention was paid to functionality of calculation for a method of the reference prices. Based on testing all specialists noted high efficiency of the automation allowing the User to work in the single interface at once with all sources, to avoid errors when calculating and also to create the detailed protocol of calculation of justification of NMTs on purchase of medicines. Issues of pricing and digitalization of purchases of medicines (in particular – categories VED) for us are of high importance, in this regard the platform RTS tender offered automation of all methods of calculation of justification of NMTs of purchase of medicines.
