2022: Inclusion in the list of backbone organizations
The Ministry of Digital Development of Digital Industry has included the RTS-Tender company in the list of backbone organizations of the Russian economy in the field of information technology, communications and mass communications. RTS-Tender announced this on December 6, 2022.
The corresponding decision was made at a meeting of the subcommittee on improving the stability of the financial sector and certain sectors of the economy of the Government Commission on Improving the Stability of the Russian Economy under Sanctions.
The RTS tender meets the main selection criteria for inclusion in the list of system-forming organizations in the IT field approved by the above-mentioned subcommittee, including accreditation state as an organization carrying out activities in the field of information technology.

2021: Purchase of an electronic platform for public procurement B2B-Center for 2.8 billion rubles
In early June 2021, it became known about the cost of selling JSC Center for Economic Development (CRE, operator of the electronic trading platform (ETP) B2B-Center) of a competing company - RTS-Tender. 2020: Revision of the remote signing of protocols by the commission
On April 17, 2020, the RTS-Tender site announced that, taking into account the current situation, it had finalized its functionality, which allows all members of the commission to sign the protocol remotely using a personal electronic signature at the stage of consideration of applications for 44-FZ. A similar idea appeared within the framework of the restrictions that arose against the background of an unfavorable sanitary and epidemiological situation, when the collection of the commission and the full-time signing of the protocol, as it was before, if not excluded, is very difficult. At the same time, it was the customers who 44-FZ requested the appropriate revision and took an active part in its testing.
The process regulated by law involves the physical presence of commission members and the execution of a decision on the admission/non-admission of participants, compliance/non-compliance of the application with the specified requirements of each of them separately.
One of the alternative solutions of customers was the mode of operation of the commission in the format of a videoconference, however, with such an organization, regulatory issues are not legally closed. This was the impetus for the development of the relevant functionality: the site customers simultaneously made a request for help in implementing the stage of consideration of applications by the commission remotely, and subsequently took an active part in testing this functionality. Now at the RTS-Tender site, each member of the commission can sign the protocol remotely with his electronic digital signature, after which the protocol can be posted on the site, and subsequently - in the Unified Information System in the field of procurement in full compliance with the requirements of the law.

The launch of the project into commercial operation is scheduled for April 20, 2020, first for the electronic auction procedure. 2019: Participation in TAdviser SummIT
On November 27, 2019, the Director for Digital Technologies of the federal electronic platform RTS-tender Vladimir Grigorenko took part in the session "IT in the public sector" TAdviser SummIT 2019, which was held at Radisson Blu Olympiyskiy in Moscow.
Vladimir Grigorenko's speech revealed the prospects for the development of procurement technologies and the formats of globalization of the procurement space: increasing the volume of cooperation with the electronic platforms of the EAEU countries requires carefully thought out integration; promotion of goods of Russian manufacturers on electronic platforms is impossible without the development of the appropriate infrastructure and the creation of a global marketplace. This imposes requirements for the level of technological modernization of sites.

RTS-tender is an electronic platform for procurement in accordance with federal laws No. 44-FZ and No. 223-FZ, property tenders, tenders for commercial purchases and purchases for the overhaul of common property in apartment buildings in accordance with the 615-PP of the Russian Federation.
As of October 2017, during the operation of the site, about 1.9 million trades were held, the volume of which amounted to 5.8 trillion rubles, the average savings of customers - 8%. The RTS-tender site occupied a leading position in the Russian procurement market. The company's clients were more than 650 thousand organizations. The site had a wide network of 5 branches and 28 representative offices in the regions of the Russian Federation.
Monitoring the implementation of government contracts in real time
The federal electronic platform "RTS-tender" presented in June 2017 a service for monitoring all stages of contract execution within the 44-FZ. The presentation of the new functionality took place at a meeting led by the Minister of Transport of the Russian Federation Maxim Sokolov and the plenipotentiary representative of the President of the Russian Federation in the Siberian Federal District Sergei Menyailo.
According to representatives of the electronic platform, the innovative service makes it possible to monitor the execution of the contract and optimize the mechanism of interaction of all participants in this process: the customer, supplier, subcontractors, controllers, representatives of financial bodies and persons responsible for the examination.
The work is carried out through the personal account of the service, in which the process participants record the stages of fulfillment of obligations. The service sends notifications to the parties about the occurrence of planned events, conducts a final check of the fulfillment by the parties of all obligations before the closure of the contract, and also automatically calculates the amount of possible fines.
The final stage of monitoring the execution of the contract is the provision of analytical reports to the regulatory agencies. The use of new functionality allows the introduction of an innovative, unparalleled automated system for monitoring the execution of state contracts. Thanks to it, you can reduce the approval period and create a single database of contract execution documents.

Unified accreditation system for procurement participants based on blockchain
At the beginning of the year, it became known that the system of unified accreditation of procurement participants was tested on all electronic platforms admitted to 44-FZ and 223-FZ trading. The prototype is implemented on the basis of the SPOMultiChain. The system is built on the principle of a single distributed registry based on blockchain technology, which allows multiple verification of data and the exclusion of their unauthorized changes. All electronic platforms for 44-FZ and 223-FZ can be connected to the platform created by the Information Technology Directorate of the federal electronic platform "RTS-Tender" without restriction free of charge. As expected, the system of unified accreditation at all sites will significantly expand the ability of suppliers to participate in government and corporate procurement.

As noted, the development of information technologies based on blockchain is an important part of the investment program of the RTS-Tender platform. One of the areas of work is the introduction of a system of intellectual analysis big data of the procurement market, which allows changing traditional approaches to identifying and analyzing the reliability of suppliers, making decisions on the implementation of a complex of related financial products and services that simplify participation in procurement. According to representatives of RTS-Tender, blockchain technologies make it possible to reliably link the heterogeneous sources of data used in the analysis into a single information array.
As part of the development of this concept, at the end of 2016, the RTS-Tender site expanded the functionality of the supplier's personal account, which includes a set of financial and information and analytical solutions that simplify participation in procurement, and increases the efficiency of the process. In particular, on the basis of the unified information platform of the site, services were implemented: issuing bank guarantees and tender lending for 44-FZ and 223-FZ, financing the execution of the contract, a system of tender analytical solutions STAR, a transport delivery service, a module for checking counterparties and many others.

2015: RTS-tender launches closed part of site
On March 11, 2015, RTS-Tender announced the launch of a closed part of the site, created using innovative solutions and advanced technologies in the IT sphere.
At the end of 2014, the company presented the open part of the site and announced the upcoming update of the closed part, the start date of which was March 2015. The works were completed within the specified time frame.
The introduction of the new IT platform of the RTS-tender site was preceded by long-term and large-scale preparations. When developing it, all modern trends in the field of web design were taken into account, various surveys were conducted among users, opinions of customers, suppliers, regulatory authorities were collected, beta versions were tested in focus groups. All this helped the developers to take into account and implement the wishes expressed by the participants in the sphere of state and municipal procurement.
Customization is available to users of the site in accordance with their preferences and public procurement will become more convenient and effective.
Viktor Stepanov, General Director of RTS-Tender LLC, noted: "The updated closed part will meet the needs of customers taking into account growing requirements, as well as the constant development of the state order system."
A number of processes, for example, calculating the final contract price for auctions with preferences or working with protocols, are automated. The RTS-tender site passed certification tests for compliance with the provisions and requirements for confidential information and personal data in the field of information protection, as a result of which Certificates of compliance with the requirements for the protection of confidential information of class 1G and personal data were obtained.
For the first time, the IT platform of the RTS-tender site is planned to be officially presented to the public on March 11, 2015 in Moscow.
