Elar created electronic data array for Management of ZAGS of the Smolensk region

On March 6, 2019 "ELAR" announced project completion on transfer to an electronic form about 1.7 million records from books of state registration of acts of civil status of Head department of ZAGS of the Smolensk region. Specialists of ELAR corporation create electronic data array from originals of documents for the subsequent entering into the Unified state register of civil registrations (EGR ZAGS).

According to program actions "Information society (2011-2020), the obligation for transfer of archives of registration books in a digital form is assigned to regional bodies of ZAGS. Strict requirements to functionality of an information system for rendering public services in electronic form and the guaranteed accuracy of data – the major tasks during creation and development of a common information space of bodies of ZAGS.

EGR ZAGS is a strategic task for the state. Only having created the single database, it is possible to pass to register model of state services, priority for "Digital economy ", to provide services in "pro-active mode", i.e. automatically, but not on a citizens' appeal. The ultimate goal – to facilitate for citizens interaction with the state that, for example, at the child's birth it was automatically attached to clinic, rose on queue in kindergarten and so forth. Therefore the accuracy, "purity" of the data entered in the register becomes the most important aspect of digitization of ZAGS. Verigin Ilya, head of analytics and work with a public sector of ELAR

Creation of the unified register is intended to provide to bodies of ZAGS for all Russia the unified means of storage, access and work with assembly records, to reduce terms of providing state services, to provide the online regulated access of employees to the single database.
