2020: Transfer of a single system of accounting and reporting to Astra Linux OS

On May 21, 2020 Astra Linux Group announced transfer of all components of the Single centralized information system of budget (accounting) accounting and the reporting of the Vologda region (ETsIS) to the special purpose operating system Astra Linux Special Edition. As specified TAdviser in Astra Linux company, initially ETsIS was developed based on AS Estimate which worked running Windows OS. According to the results of the project all components of a system, including a server part, were transferred from Windows on Astra Linux Special Edition release Smolensk of version 1.6. As result, users can be connected to ETsIS and from computers on Windows now, and with Astra Linux. Transition to Astra Linux OS allowed to accelerate request processing and report execution and also to raise degree of security of information, including personal data. The project is implemented by one of the Russian developers of the integrated information and analytical systems — NPO Christa. As the project orderer budgetary institution in the field of information technologies of the Vologda region "The center of information technologies" acted (BU WO of CIT).

Process of centralization of functions of budget (accounting) accounting and the reporting in the Vologda region took place according to the Government decree of the Vologda region of December 22, 2014 No. 1173 "About the actions plan ("road map") on centralization of budget (accounting) accounting and the reporting in bodies of the executive government of area and public institutions of area". The committee of information technologies and telecommunications of the Vologda region provides creation of ETsIS according to the Government decree of area of March 28, 2016 No. 288 "About creation of the single centralized information system of budget (accounting) accounting and the reporting" which also is regulations on ETsIS.

The system administrator is BU WO CIT. "The center of information technologies" is responsible for improvement and development of technical means and also the software of ETsIS, performs accomplishment organizational (regarding the server hardware) and technical measures for data protection in a system.

Initially ETsIS functioned running Windows therefore within planning of actions for import substitution in the field of IT software was required to translate all components of a system on domestic. Besides, the customer (BU WO of CIT) as priority designated tasks of information security support and fall forward of system operation.

As of May, 2020 users of ETsIS are more than 1000 organizations, including bodies of the executive government, local government of municipal entities, the public and municipal authorities of the Vologda region (more than 6,000 users).

The certified Astra Linux Special Edition operating system release Smolensk 1.6 was determined by result of holding competitive procedures of BU WO of CIT for installation in the Data processing center of the Government of the Vologda region on servers with the placed software of ETsIS. Positive experience of its application in other organizations, the fulfilled migration mechanisms from foreign analogs, broad functionality of a product and existence of the built-in information security tools which at the level of OS provide preventive protection against cyber attacks and viruses encoders became the important factors promoting decision-making for benefit of Astra Linux OS.

In progress in transfer of ETsIS on Astra Linux forces of NPO Christa "from scratch" developed a server part of components of a system under Linux and its correct functioning with software for accounting based on an automated system Estimate is provided. On delivered by the customer (the distributed load on the used servers was BU WO of CIT) a task a contractor, the processing speed of user queries grew by 1.5 times, and report executions — by 2-3 times.

Thus tasks of performance improvement of ETsIS and work of accountants were successfully solved. Thanks to the means of protecting which are built in Astra Linux OS the high level of security of information, including personal data is provided. For May, 2020 in the Vologda region the uniform space for conducting budget (accounting) accounting and the reporting where a server part functions among Astra Linux is constructed, and end users can apply any operating systems as interaction happens via the browser.

2019: Completion of centralization of accounting in a public sector

On March 28, 2019 the NPO Christa company reported that the Vologda region in 2018 completed the project on transfer of accounting functions of the organizations of public sector of area begun in 2015. On the centralized accounting functions of all bodies of the executive government, the public state, budget and autonomous institutions of area are transferred.

Centralization of accounting functions of authorities and public institutions and creation of the unified information system of accounting and the reporting for which AS Estimate became base happened as follows.

• Creation of regional treasury and the centralized accounting

The state governmental agency "Regional Treasury" became the main platform for accomplishment of functions. In the leading industries: education, health care, culture, social protection of the population – the departmental centers of accounting were created. In two spheres (a forest complex, work and employment) all subordinated organizations are united in one organization based on which accounting functions are performed by the industry center of accounting.

In the project progress in public sector of the Vologda region use of electronic legally significant document management is provided. Documentation of the facts of financial and economic activities of public institutions is provided using the electronic documents specialized according to sections of accounting, with receiving the unified forms of primary documents. Unification of forms of primary documents, analytical reports is carried out. The applied documents configured in a form of electronic documents correspond to the federal legislation in the field of accounting.

Work of an information system is based on the principle of single information input, procedural transactions are automatically executed. Once the created document is reused by the integrated reporting systems, a financial analysis, planning, budget implementation.

According to information for March, 2019 the Vologda region is on the threshold of a total failure from paper carriers of information when conducting financial and economic activities, including interaction with the commercial sector of economy.

• Transfer to the centralized accounting service of health facilities

The transfer to the centralized accounting service of health facilities of the Vologda region provided during 2017 - 2018 took place in a special way. At first in 2017 27 budgetary institutions which financial provision is performed at the expense of means of the regional budget were translated. Then in 2018 62 budgetary institutions which financial provision is performed at the expense of a fund of compulsory health insurance were translated.

In two years of existence of the center of accounting of health facilities 23 organizations in Cherepovets and 32 organizations located in districts of the area are consistently transferred to the centralized accounting of 89 health facilities of area, including 34 organizations in Vologda.

At the same time all accounting service is transferred to the GIS "The Single Centralized Information System of Budget (Accounting) Accounting and the Reporting of the Vologda Region".

Maintenance costs of the center of accounting are calculated taking into account maintenance costs of accounting services of organizations before carrying out centralization. Since date of transfer of function, funds which before organization allocated for the maintenance of own accounting services are redistributed in the equal shares on the maintenance of the center of accounting and problem solving connected with improvement of conditions of rendering medical services for the population of the Vologda region. In 2018 the amount of funds, in addition aimed at the development of the industry, made 24.6 million rubles; in 2019 will make more than 100 million rubles. The maintenance of the center of accounting is performed at the expense of means of the regional budget according to the budget estimate.

• Centralization of accounting at the municipal level

According to orders of the governor of the region in 2018 the uniform interdepartmental centers of accounting of municipal districts and city districts are created. In 2019 transition to the Single centralized information system of budget (accounting) accounting and the reporting of the Vologda region is performed.

For ensuring uniform approach to the organization and carrying out by municipal districts and city districts of centralization of accounting functions of area by Finance department methodical recommendations about implementation of centralization of accounting and the reporting in local government authorities and municipal authorities of area are prepared, training of specialists of financial bodies of municipal entities and the centers of accounting is provided.

Implementation of centralization of accounting functions at the municipal level is enabled within the road maps approved by heads of municipal districts and city districts of area.

For March, 2019 accounting functions are transferred by all rural and city settlements of area in the uniform interdepartmental centers of accounting of municipal districts, agreements are signed, functional duties are defined and responsibility at accomplishment of accounting functions is distributed.

In general the done work allowed to bring management of regional and municipal finance to higher level. The annual budget effect of centralization of accounting is more than 300 million rubles, the budget effect for 3 years will be more than 1 billion rubles.
