IBS provided Komi Road with the digital system of weight and dimensional control

On April 11, 2019 the IBS company reported that it developed and implemented the system of automatic weight and dimensional control on highways of the Komi Republic. A system helps to reveal violations in the field of freight transportation and promotes increase in safety of highways and transport security of the region.

Prerequisites

According to the company, by calculations of Federal Road Agency, annually unfair carriers cause to the Russian highways damage for trillions of rubles. A basic reason – the overloaded trucks which increase wear of a roadbed and create emergency situations. This problem is especially relevant for the Komi Republic: in its territory logging are carried out, several large pulp-and-paper and lesoderevoobrabatyvayushchy plants are located.

Project Progress

The management of the region together with Rostelecom company in June, 2018 started project implementation on the organization of weight and dimensional control. The Russian company IBS acted as developer and solution provider.

Specialists of IBS in short terms (3 months) set and started in work of 6 points of automatic measurement of weight and dimensional parameters of the vehicle (including road boards for informing drivers) and also a software set for their effective work:

• the system of issue of special permissions to the movement of the vehicles transporting large-size and/or heavy loads;
• the center of monitoring Region providing the protected data collection from points of weight and dimensional control, verification of presence of special permissions, formation of a packet of information on the revealed violation and its transfer to bodies of traffic police of the Ministry of Internal Affairs of the Russian Federation.

A system provides identification of the vehicles moving with violation of admissible weight and dimensional parameters and transfers information on violation in TSAFAP to traffic police of the Russian Federation.

The specialized equipment installed on highways changes weight and dimensional parameters of the vehicles moving in a flow, reveals the vehicles moving with exceeding, set in the current legislation, loadings and transfers the specified information in TSAFAP to traffic police of the Russian Federation.

The software developed by IBS performs automatic verification of presence of the special permission issued by Federal Road Agency or GKU RK "Management of Highways of the Komi Republic". It is a guarantee of lack of responsibility for fair carriers.

Information of a system of weight and dimensional control circulates in the protected circuit certified by FSB and FSTEC, and interaction with the external organizations (Federal Road Agency, the Federal Tax Service and others) is performed using the system of interdepartmental electronic interaction (SIEI).

For timely informing the driver on the revealed exceeding on points of weight and dimensional control information displays are set. They display information on number of the vehicle and violation.

The correctness of operability of the equipment and the taken measurements provide the built-in mechanisms which allow the staff of GKU RK "Management of Highways of the Komi Republic" in a real mode of time to perform monitoring of operation of the equipment.

Project Results

Thanks to creation of a system of weight and dimensional control in the territory of the Komi Republic the traffic safety increases, the number of violations in the field of cargo transportation is gradually reduced that, in turn, allows to save longer roads in a normative status.

Already for the period test operation the system developed by IBS allowed to reveal violations of the current legislation for the amount more than 150 million rubles (at the same time during the test period of system operation of the resolution were not exposed to violators).

For us the project in the Komi Republic became invaluable experience – all works were performed by specialists of the company for term less than 3 months. For April, 2019 we completely accompany the project. Specialists of IBS provide regular checkings of the equipment, control measurements and calibration. Alexander Tolgsky, the director of the department of work with Ministry of Transport in IBS company
