At the end of July 2023, the deputy head of the Federal Road Agencies Oleg Stupnikov spoke about the success of digitalization of the department. In particular, he reported on the results of the transfer to electronic form of a socially significant mass service for issuing special permits for the movement of heavy and large vehicles.
Thanks to this service, carriers, when traveling on federal roads, were able to submit an application electronically both through their personal account and through the Unified Portal of State and Municipal Services and a mobile application, as well as pay state fees and compensation for harm online. As a result, the deadlines for issuing permits were halved - from 15 to 9 days.
Previously, this process took quite a long time, and the procedures were quite laborious, which ultimately affected road safety and the safety of road infrastructure, says Oleg Stupnikov. - In particular, on the basis of the weight and size parameters of the vehicle specified in the electronic application, an assessment of the possibility of safe travel is carried out, the route of movement is determined, and the damage caused to the road surface is assessed. At the same time, special permission in electronic form is issued only after coordination of the passage with all road owners and the State Traffic Inspectorate. |
According to Stupnikov, in 2024 it is planned to introduce fully automatic construction of routes with the ability to choose the shortest, cheapest, safest, etc. At the same time, the period for coordinating documents and issuing permits will be reduced to three hours.
Rosavtodor has a clear understanding that digitalization is a powerful tool for turning into a transparent and accelerated form of both the provision of public services and the work of government agencies. 2009-2010
In the vast majority of cases, one IT company is engaged in the development and maintenance of information systems of the agency responsible for Russian federal highways. Tenders of about half of the budget allocated for such work are won by "CROC." In most cases, the company has no competitors or significant price cuts at these contests.
CNews Analytics analyzed the structure of IT costs of the Federal Road Agency (Rosavtodor), which is part of the Ministry of Transport, in 2009 and 2010. As it turned out, a number of large tenders for the development, modification and maintenance of information systems of the department during this period were won by CROC.
In 2009, the total amount of state contracts between the integrator and Rosavtodor amounted to 241 million rubles, and in 2010 - 305 million rubles. That's about half of all the agency's IT costs over the past two years.
In particular, CROC was actively involved in the corporate information management system (KISU), which it has been creating as part of the consortium for many years. Now the KISU includes a system of electronic document management and workflow, control over the execution of contracts, state order management, cadastral subsystem for land and real estate management, etc.
In 2009, the largest tender in which the company won was the support of KISU subsystems (the initial maximum contract price is 116.95 million rubles, the winner price is 114.6 million rubles). Krok's bid was the only one in this competition, as it was for many others where contracts were awarded to the company.
In 2010, the integrator individually won tenders for the creation of a unified information security and access management system (91.5 million rubles and 85 million rubles, respectively). CROC did not answer CNews questions regarding work at Rosavtodor.

Rosavtodor did not refute the calculations of CNews Analytics regarding the share of "CROC" in its IT costs, but noted that the agency does not have an IT budget as such, and most of the costs associated with informatization go through one work plan, which includes the listed tenders.
"Rosavtodor is implementing a work plan for the development of modern communication and dispatching systems on federal roads, taking into account the increasing traffic intensity," says the agency's CNews interlocutor. - The expenditure of funds under the plan is carried out in strict accordance with federal legislation, in particular with the 94-FZ on public procurement. The activities of the department of scientific and technical research, information support and pricing in Rosavtodor are supervised by the deputy head of the department Nikolai Bystrov (January 2011).
Back in 2007, Viktor Volodkin, who at that time held the post of head of the Department for Organizing State Orders and Scientific and Technical Research of Rosavtodor, said in an interview with CIO magazine that "since the systems we are building are complex and unique - both from the point of view of organizational and technical - it is necessary to choose an organization with a strong reputation for the role of a general contractor... 2000: Establishment of Rosavtodor
In 2000, changes in the management structure, including road management, again take place in Russia. With the release of Decree of the President of the Russian Federation of May 17, 2000 No. 867 "On the Structure of Federal Executive Bodies," Decree of the Government of the Russian Federation No. 1038 of December 30 "On the Approval of the Regulation on the Ministry of Transport of the Russian Federation" by the federal executive body conducting state policy and conducting management in the field of transport complex (including civil aviation, marine, inland water, automobile, urban electric, industrial and road facilities) is the Ministry of Transport of the Russian Federation. The Ministry is headed by Sergey Ottovich Frank. And the federal governing body for conducting the state road policy in the field of development of the national road network and financing of road works is the State Road Service of the Ministry of Transport of the Russian Federation (Rosavtodor) (in accordance with the Decree of the Government of the Russian Federation of July 25, 2000 No. 560), which was headed by: 2000-2001 - Vitaly G. The main tasks of the service were: to develop a strategy for the development of road facilities in Russia; management and development of the network of federal public roads, improvement of the transport and operational state of public roads; monitoring and supervision of the targeted use of federal property and funds of the federal budget allocated for road financing, as well as compliance with the technology and quality of road works, compliance with their current environmental safety standards; conducting a unified economic, scientific and technical, innovative, investment, personnel, social and foreign economic policy in the road economy; coordination of the development of the public highway network of the Russian Federation in cooperation with federal executive bodies and legislative and executive bodies of the constituent entities of the Russian Federation; formation and improvement of regulatory legal framework, forms and methods of management and regulation of road facilities activities; ensuring structural adjustment in the road economy; strengthening and development of foreign economic and scientific and technical relations with state and international organizations in the field of road economy, implementation in cooperation with other sectoral blocks and structural divisions of the Ministry of activity on the formation of international transport corridors and the integration of domestic road infrastructure into the world.
The Federal Road Agency of the Ministry of Transport of the Russian Federation was established in accordance with Decree of the President of the Russian Federation of March 9, 2004 No. 314 "On the System and Structure of Federal Executive Bodies." One of the leaders was Oleg Valentinovich Belozerov (2004-2008).
By decree of the President of the Russian Federation of May 12, 2008 "Issues of the system and structure of federal executive bodies," in order to form an effective system and structure of federal executive bodies, in accordance with Article 112 of the Constitution of the Russian Federation and the Federal Constitutional Law of December 17, 1997 No. 2-FKZ "On the Government of the Russian Federation," the structure of federal executive bodies was approved, which included the Federal Road Agency. By order of March 17, 2009 No. 330-r of the Chairman of the Government of the Russian Federation Vladimir Putin, Anatoly Mikhailovich Chabunin was appointed head of the Federal Road Agency.
1997: Creation of the Federal Road Service of Russia
In 1997, in accordance with the Decree of the President of the Russian Federation "On Road Reform," the branch block was transformed into the Federal Road Service of Russia, which performs all functions of road management. Vitaly Grigorievich Artyukhov is appointed the head of the service. These are executive functions, and permissive, and control. The successor of the Federal Road Service of Russia was the Russian Road Agency (Rosavtodor) (in accordance with the Decree of the President of the Russian Federation of May 25, 1999 No. 651 "On the Structure of Federal Executive Bodies"). It should be noted that with the change in the name of the body, its main tasks remained the same.
The Russian Road Agency was a federal executive body, carried out operational management of the funds of the Federal Road Fund and ensured their targeted and effective use. It performed the functions of a state customer for construction, reconstruction, repair and maintenance of highways, organized work on competitive placement of orders at more than 1.5 thousand objects, resolved issues of purchasing the main materials necessary to ensure the maintenance of federal roads and road equipment.
The Russian Road Agency managed the road economy in close cooperation with ministries, departments and administrations of the constituent entities of the Russian Federation, territorial road management bodies and public organizations.
1996: Creation and abolition of the FADS of Russia
In 1996, by the Decree of the President of the Russian Federation "On Improving the System of Public Administration of the Transport Complex in the Russian Federation," the Federal Automobile and Road Service of Russia (FADS of Russia) was formed, and in accordance with the decree of the Government of the Russian Federation was the successor of the Federal Road Department and the Department of Road Transport of the Ministry of Transport of the Russian Federation.
By a decree of the President of the Russian Federation of August 14, 1996, the Federal Automobile and Road Service of Russia was abolished, and its functions were transferred to the Ministry of Transport of the Russian Federation.
In accordance with the Decree of the Government of the Russian Federation of November 23, 1996 No. 1409 "Issues of the Ministry of Transport of the Russian Federation," by order of the Minister of Transport of the Russian Federation of November 6, 1996 No. 86, an industry block was created in the structure of the Ministry of Transport of the Russian Federation, including: Road Department, Department of Motor Vehicles, Department of Regulation and Development of the Road Industry, Department of Urban Electric Transport, Organizational and Economic Administration.
1990: Abolition of the RSFSR Minavtodor
In mid-1990, the Ministry of Avtodor of the RSFSR was abolished among the other twenty republican ministries and departments. In subsequent years, the management structure of the industry underwent changes with a frequency of almost 2 years, or even a year. During this period, the industry was led by: from 1990 to 1992 - Gennady Ivanovich Dontsov (President of the Russian state concern Rosavtodor); from 1992 to 1994 - Nikolai Ivanovich Golovanov (Director General of the Federal Road Department of the Ministry transport Russia); from 1994 to 1996 - Anatoly Pavlovich Nasonov (in the rank of First Deputy Minister).
1987: Third reorganization
The last reorganization of the road management structure took place during the period of "perestroika" - in 1987, when Valentin Andreevich Brukhnov was the Minister of Highways of Russia. The main functional departments of the Ministry of Avtodor of the RSFSR were the Main Directorate for the Development of Highways (Glavdorupr), the main departments for the construction and operation of highways of national importance (Glavmagistral) and roads of the Non-Chernozem Zone (Glavnechernozemavtodor), as well as a number of others. This transformation was dictated not by internal requirements, but by the general restructuring of economic management, the curtailment of centralized management. In December 1987, on the basis of regional departments for the construction and operation of highways with design and estimate offices, road construction, bridge construction and road repair and construction departments, and industrial enterprises, the Design and Repair and Construction Associations of Highways (PRSO) were formed.
1978: Second reorganization
A new reorganization of the road industry management structure was carried out in late 1978. In the field of construction and maintenance of highways, a three-link management system was introduced: the ministry - a republican association - a highway, an enterprise, an organization. The exception was bridge construction. There was a two-link management system: the ministry is a production association. According to the new scheme, the main production units were production departments, production associations, highways, construction departments, industrial enterprises.
1972: Reorganization of the governance structure
In December 1972, the road management structure was reorganized. The central office of the ministry has three new headquarters - the main departments for the construction and operation of highways in the Center, South, Siberia and the Far East (Glavdortsentr, Glavdoryug and Glavdorvostok). Excessive centralization of road industry management hurt the cause. Glavdorupr no longer owned the situation and could not lead his units scattered throughout the country. The newly formed headquarters of the Ministry of Avtodor included construction units subordinate on the ground to the unified Design and Repair and Construction Departments.
In the 1970s, a reorganization was carried out and the grassroots of the road industry management system. Instead of road sections and road construction areas, new divisions were created on the roads - road repair and construction departments (DRSU). DRSU had sections of major and medium repairs, as well as current repairs and maintenance of roads. Each site had its own production resources. The pro-labor sections of the current repair and maintenance of roads consisted of 2-4 sections of craftsmen, which included specialized links for the current repair and maintenance of the situation of the track, roadbed, car cars and bus stops, for landscaping. For the maintenance of mechanisms in the DRSU, mechanization sections were created.
1969: Creation of the Ministry of Construction and Operation of Highways of the RSFSR
On June 19, 1969, the Ministry of Road Construction and Operation of the RSFSR was formed, renamed by Decree of the Presidium of the Supreme Council of the RSFSR of June 22, 1979 to the Ministry of Roads of the RSFSR (Minavtodor of the RSFSR). Many road workers attribute this day to one of the most memorable dates in the history of the road industry. First Minister Alexei Alexandrovich Nikolaev held this post until 1985.
The Ministry of Avtodor of the RSFSR in its structure had the Main Directorate of National Roads (Gushosdor), the Main Directorate of Republican and Local Highways (Glavdorupr), the Republican Association (as the main directorate) for the construction of roads and bridges (Rosdorstroy). This structure at the initial stage corresponded to the tasks facing the industry, and was organically linked to the existing middle management system.
Gushosdor in the first years of the activity of the Ministry of Avtodor of the RSFSR headed the departments of highways of national importance. Glavdorupr united the regional departments for the construction and repair of highways serving republican, regional and local roads. Both heads organized and controlled the progress of work on the roads assigned to them. Rosdorstroy was subordinate to road construction trusts, which were engaged only in the construction, reconstruction and overhaul of roads.
