Was born on January 8, 1972 in the city of Moscow.

In 1994 graduated The Russian state from academy of physical culture (RGAFK) (since 2011- Russian state university of physical culture, sport, youth and tourism (GTsOLIFK)) as "The trainer by the form of sport - the teacher of physical culture".

In 1998 graduated from Lomonosov Moscow State University in Law.

Ministry of Economic Development of the Russian Federation

In 1998 - 2000 worked as the leading specialist, the chief specialist of Contract and legal department of Ministry of Commerce RUSSIAN FEDERATION (since May 17, 2000 - the Ministry economic of development and trade RUSSIAN FEDERATION).

In 2000 - 2007 worked as the chief specialist, the consultant, the deputy chief, the head of department, the associate director of Legal support department of the Ministry of Economic Development and Trade of the Russian Federation (on May 12, 2008 - functions on regulation of questions of trade are transferred in the educated Ministry of Industry and Trade of the Russian Federation. With respect thereto, the MEDT is transformed to the Ministry of Economic Development of the Russian Federation).

In 2007 - 2008 worked as the director of the department of state regulation of domestic trade of the Ministry of Economic Development and Trade of the Russian Federation.

In 2008 - 2013 worked as the director of Legal department of the Ministry of Economic Development of the Russian Federation.

In 2013 - 2016 worked as the adviser to the Minister for the Development of the Russian Far East and the Arctic. The order of the Government of the Russian Federation of December 1, 2016 No. 2556-r it is appointed the secretary of state - the Deputy Minister for the Development of the Russian Far East and the Arctic.
