Was born on July 25, 1984 in the city of Moscow.

Lomonosov Moscow State University

The master in the Economy direction graduated from economics department of Lomonosov Moscow State University. In a postgraduate study of economics department received a 4-year teaching experience.

Began a labor activity in PricewaterhouseCoopers auditing company.

2008: Ministry of Economic Development of the Russian Federation

2008 - 2011. Worked at different positions in Department of investment policy and development of public and private partnership of the Ministry of Economic Development of the Russian Federation. Was the expert for the Ministry of Economic Development of the Russian Federation according to requests of the subjects of the Russian Federation on actions of the program of support of a small and medium entrepreneurship.

2011: ASI

Since 2011 its activity was connected with implementation of special projects of the Social Projects direction in ANO Agency of Strategic Initiatives on Promotion of New Projects.

2013: Government of Stavropol Krai

From December, 2013 to March, 2017 worked in the North Caucasian Federal District in Stavropol Krai as the Minister of Economic Development of Stavropol Krai, then became the Deputy Minister of Culture of Stavropol Krai (The government of Stavropol Krai). Was a curator of the resort region in Stavropol Krai - Caucasus Mineralnye Vody region.

2017: Ministry for the Development of the Russian Far East

Since April, 2017 heads Department of attraction of private investments of the Ministry for the Development of the Russian Far East and the Arctic.

For March, 2020 - the director of Ministry for the Development of the Russian Far East International department.

Awards

For April, 2019 it is mentioned by Gratitude of the former head Ministry of Economic Development Russia Elvira Nabiullina for effective work on implementation of social and economic policy states, ensuring effective activity of the Ministry of Economic Development of the Russian Federation.

Family

The father is Nikolay Kosarev, senator of the Federation Council, the member of the committee on economic policy, the former general of KGB^[1].
