At the end of June 2022, it became known about the imminent launch of an online database of malicious violators of traffic rules (SDA) in Russia. Access to the service, which was called the "Traffic Police Data Showcase," will open to taxi aggregators , car sharing services, as well as fleets that can check drivers for rights and repeated violations. The company will send requests through the Public services portal for a specific driver and he will confirm (or reject) the possibility of verification.

As stated in the order MINISTRY OF INTERNAL AFFAIRS referred to, the RBC platform will be used "to provide data on the competence of the State traffic inspectorate" during interdepartmental exchange. The official launch of the base is scheduled for July 1, 2022.

The Traffic Police Data Store will combine information about all malicious traffic offenders - both Russians and foreigners. They will be available not only to the Ministry of Internal Affairs, but also to companies. To gain access, you need to submit an application to the information and analytical center of the Ministry of Internal Affairs, and then undergo authorization. The request should be considered within five working days. The federal administrator of the system has the right to block enterprises from accessing the system. Users are required to re-register annually, otherwise access will be terminated.

This is such a "board of shame" for drivers who violate more than others, "says Anton Shaparin, vice president of the National Automobile Union (NAS), member of the public council of the Moscow police department. According to him, the probability of errors in the new service is exactly the same as in any other service of the State Traffic Inspectorate. A full-fledged deployment of the system for interaction with companies and structures should take place in the foreseeable future, since the work has been going on for a long time, he added.

On January 10, 2022, a law on toughening punishment for malicious traffic offenders came into force in Russia. According to the document, after two administrative violations of traffic rules, the driver can be prosecuted. Among such violations, speeding by 60 km/h or more, entering the oncoming lane or tram tracks of oncoming traffic.[1]

2020: An open platform is being created in Russia where companies can see drivers who maliciously violate traffic rules

In October 2020, it became known about the creation in Russia of an open digital platform with data on malicious violators of traffic rules. This was reported by TASS with reference to the press center of the Ministry of Internal Affairs. The department stressed that all drivers - both Russians and foreigners - will be included in the list. How many violations a motorist must commit in order to disappear into the base is unknown.

It is assumed that with the help of a new service, transport companies will be able to check their drivers for traffic violations and deprivation of driver's licenses.

Author Timur Marshani is convinced that the open traffic police base will be used primarily by insurance companies when concluding OSAGO and casco contracts. For malicious violators, in his opinion, insurance may rise in price.

Sergei Radko, a lawyer for the Freedom of Choice public movement of motorists, believes that the database will be common - it will contain information about any traffic violations, and not just significant ones.[2]

2019: Plans to develop a unified database of malicious traffic offenders

At the end of 2019, it became known about the creation of a single database in the traffic police, which will store data on malicious violators of traffic rules.

As the head of the traffic police department of Russia Roman Mishurov told Izvestia, the digital platform, among other things, will allow companies to check applicants for malicious violations and deprivation of rights. The database will include information about all violators - both Russians and foreigners, he said.

Malicious violators and those who have at least once taken away their driver's license may be prohibited from working in the field of passenger transportation.

 With the help of this measure, the traffic police hopes to reduce the death toll on the roads. According to the presidential decrees in May, by the end of 2024 it is necessary to reduce the death toll on Russian roads by 3.5 times.

Also, according to Mishurov, the State Traffic Inspectorate wants to gain access to information about patients registered in neuropsychiatric and narcological dispensaries, which will exclude the issuance of driver's licenses to them. 

By the end of April 2019, private organizations sometimes issue certificates to such potential drivers, allowing them to obtain driver's licenses. But, according to Mishurov, direct exchange of information with the Ministry of Health will allow "to exclude them from the road system forever."

A document that would allow the Ministry of Internal Affairs to gain access to the medical base has been developed since 2015. However, there is a problem: the Ministry of Health sees in the provision of such data a violation of medical secrecy. Earlier, the deadline for the implementation of the exchange between departments was set - this should happen no later than December 31, 2024.

Roman Mishurov said that tightening awaits those drivers who received rights in another state. They will have to re-take exams to obtain a Russian-style certificate. Moreover, this will affect both foreigners and citizens of Russia.[3]
