Moscow starts robotization of business processes in authorities

On June 5, 2019 the Moscow Department of Information Technology ((DIT) announced testing of robotization of business processes (RPA) in executive authorities. RPA (Robotic Process Automation, robotic process automation) is a hardware and software system which emulates actions of the person in different computer systems. "Robots" of RPA can work round the clock, allowing to release a human resource on expert tasks, note in DIT.

Since the beginning of 2019 of DIT received a request for development of 20 RPA projects, six of which as of June are in a piloting stage: five processes are robotic in DIT of Moscow, and one – in the Prefecture of South-Eastern Administrative District.

DIT say that the technology in tens of times accelerated process of formation of regular reports which took considerable time of employees earlier. So, by 40 times process of formation of the summary regular reporting of the uniform dispatching center (UDC) for 10 Administrative Districts of Moscow is accelerated. By 30 times the speed of creation of the reporting under incidents and tasks for which the deadline expired increased, and sending notifications on delays to heads and contractors is automated.

In turn, the Prefecture of South-Eastern Administrative District the technology allowed to create 20 times quicker the presentations with the summary regular reporting for one administrative district, bring data into DIT.

Also, for example, in DIT "robot" synchronizes document flow of a set of the different enterprises in the specialized EDMS and helps to maintain documents on personnel records.

DIT told TAdviser that as of June test different platforms of robotization: both domestic, and foreign, and look for for themselves a best tool. Examples of the tested platforms in DIT were preferred not to be given yet.

The organizations even more often face a problem of irrational use of time by the specialist – instead of being engaged in expert tasks, the employee spends time for accomplishment of routine transactions. The monotony is followed by growth of errors and reduction of speed of accomplishment of tasks that affects quality of works in general, - Eldar Fayzullin, the head of department of testing of the DIT new technologies notes. - Advantage of robotization of processes consists that it increases quality of the rendered services, integration speed with other systems and efficiency of personnel. The technology also helps to reduce considerably costs and risks for the companies and the city.

DIT specified TAdviser that robotization at the same time does not mean dismissals of personnel. The released employees switch to more expert and analytical tasks, speak in DIT.

For June, 2019 DIT of Moscow holds testing of RPA technology in the processes connected with interdepartmental interaction, document flow, accounting, purchases, HR and integration between systems. In the future the department is going to robotize 14 more projects.
