2019: Sberbank selected software developers on 750 million

On August 7, 2019 it became known what Sberbank was defined by cast for development new and modifications of software which is available for it in language programming Java in the large-scale thematic tender with the starting price of contract of 755.1 million rubles.

The procedure was started by bank on May 14, 2019. Applications for tender were submitted by 18 companies. After consideration of requests admission for tender it was refused to ten companies. According to the results of the tender procedure Sberbank determined by the suppliers seven organizations at once. Agreements it was decided to sign with Filosofiya.It companies with an agreement limit in 144 million rubles, Ayfell — 91.9 million rubles, "Bell integrator" — 151.1 million rubles, Epam of sistemz — 101.7 million rubles, Techno Diasoft — 100.7 million rubles, "A jet software" — 100.2 million rubles, Corus Consulting CIS — 50.4 million rubles. Thus the total amount of contracts of bank with contractors will be 639.8 million rubles.

On the considered tender Sberbank stated data on start maximum salary rates for the specialists of a project team who are required for it in the technical project. So, the state customer estimated the Java developer of the senior level within 27.3 thousand rubles for a standard working shift (about 601 thousand rubles of calculation of 22 working days a month) if the person is a resident of Moscow, and in 23.2 thousand rubles (511 thousand rubles) if the place of his residence states one of regions of Russia.

Similar indicators for the Java developer of the middle level are exposed at the level of 20.8 thousand rubles (457 thousand rubles) and 17.6 thousand rubles (388 thousand rubles) respectively. For the Java developer of the junior level — 12.6 thousand rubles (277 thousand rubles) and 9.7 (236 thousand rubles) respectively. For the systems analyst — 20.8 thousand rubles (457 thousand rubles) and 17.6 thousand rubles (388 thousand rubles) respectively. The total approximate amount of labor costs is estimated by bank at 36.3 thousand resource days.

Among requirements which the state customer imposed on the potential suppliers it was registered that the bank insists on presence at the participating companies "experience of development and deployment of automated systems for rendering services in financial institutions (a top of 200 Russian banks by the amount of assets in 2018 on date of publication of the tender documentation on a ranking of RAEX)".

At the same time the customer also specified that the contractor in a project team should have not less than one specialist having the existing certificate of the Oracle Certified Professional level above and also not less than one specialist having the existing certificate of the Oracle Certified Expert Program level above.

Sberbank specifies a number of approximate tasks for which solution the programmers who are required to it on Java will conduct developments and modifications of software in the technical project of the tender.

In particular, it is noted that the bank waits from the employed people for development of instruments of batching of services, creation of so-called dynamic pricing and the uniform product directory, development of solutions for flexible management by the customer base, decrease in time of an output of products of Sberbank to the market, transition to a single technology platform, transition to a new technology platform of processing of bank cards.

Also by efforts of the hired employees the bank expects to perform automation of functions of the back office on customer management, accounts, bank cards. Besides the organization expects to provide personalisation and release of plastic and virtual cards, providing flexible mechanisms of configuring of products, rates, limits and also managements of lifecycle of applications on different types of carriers.

From other purposes of Sberbank in the context of the described purchase in CNews noted carrying out settlement with payment environments of any complexity and structure, tracking of fraudulent transactions and risk management, ensuring the unified authentication of clients on all channels of the frontal systems, migration of products on a new single technology platform.^[1]
