In the Omsk region cancelled the tender for purchase of devices ultrasonography for 25 hospitals

2019: Canceling of the tender for purchase 25 ultrasonography

On September 3, 2019 it became known that the Center for implementation of purchases of goods, works, services in the field of health care of the Omsk region cancelled purchase of the systems of ultrasonic visualization. It was going to purchase 25 devices for the total amount of 67.5 million rubles for central district hospital in the district centers and some hospitals of Omsk.

On purchase a significant amount of requests for explanation of the tender documentation from potential suppliers arrived. After their consideration the customer also decided to cancel biddings.

So, it was specified in one case that requirements to the equipment do not correspond to state standard specification and approach only under the only producer of ultrasonic devices of M7 Mindray brand of the Chinese firm Shenzhen Mindray Bio-Medical Electronics that speaks about competition restriction. Besides, some software packages for the device mentioned in terms of reference intended for narrow researches which in these hospitals are not conducted (a biopsy, transrectal researches, a mammology).

It turned out that at the different hospitals reduced in one lot different requirements to the equipment are specified. Also included in documentation the automated workplace of the doctor which, according to applicants, is an independent product and should be bought separately^[1].
