2019: Results of start of the IT platform
On October 2, 2019 the Omnicomm company reported that together with the Kaluga regional ecological operator sum up the first results of start of the IT platform which allows to control in real time quality of cleaning of TKO and terms of export of waste in the Kaluga region. As a result of system implementation the regional operator reduced the number of complaints of residents of the Kaluga region concerning garbage removal by 78%.
GP KREO is a regional operator according to the address from TKO in the territory of the Kaluga region. For October, 2019 it is more than 8000 addresses of accumulation of waste at which more than 15,000 containers are located. Daily more than 200 units of the special equipment – own vehicle fleet of the operator and special equipment of contract organizations leave. Before the ecological operator there was a task to create an effective management system of TKO taking into account the interests of citizens.
In 2019 GP KREO started the IT platform which consists of two blocks: Waste management automated control system and uniform telematic center. The integrated platform allows to monitor all process of the address with TKO from the container platform to a polygon.
Basic level of the IT platform – the telematic center which works in a format of "one window". The solution for the ecological operator was developed by the Kaluga company "Omnikomm Sistems", local integrator Omnicomm. The base was created from 8000 geozones – container platforms. As a result the regional operator a real-time mode in the Omnicomm Online system controls movement routes more than 200 units of the special equipment, date and time of export of TKO. All data come to an ACS Waste management, as a result of KREO automatically plans and optimizes routes of own vehicle fleet and special equipment of contract organizations, controls quality and terms of cleaning of container platforms.
Thanks to the IT platform we created a flexible monitoring system of garbage removal from a container to a polygon. Using control of routes, export terms, the system of photofixing we plan loading of vehicle fleet of special equipment, we reduce outages of technology and effectively we use own and attracted vehicle fleet. Integration of two systems into a single platform allowed the regional operator to create the transparent diagram of export of TKO. All drivers send to managers photostatus reports on container platforms before cleaning and fix unauthorized dumps along the routes.
The IT platform is a serious step to quality improvement of the ecological environment in the Kaluga region. Omnikomm Sistems develops management systems for vehicle fleet in a format of "one window" for regional customers, but the task of the ecological operator became this call – more than 200 units of the special equipment, 8000 geozones, plus we solve an important social problem, comments on the project on creation of the IT platform Dmitry Samoylov, the CEO Omnikomm Sistems

The IT platform works in the test mode in Kaluga so far, till January 1, 2020 use of the platform will extend to all Kaluga region.
