According to the results of open auction the Fund of new forms of development of education signed the agreement with Top Case company on development of the platform of Big Data of digital educational medium for Minprosveshcheniya. It follows from information published on the official portal of state procurements in December, 2019. The company will perform works for 117.7 million rubles at the starting price of the contract which was about 135 million rubles.

"A top a case" it was founded in 2011, is small enterprise, is based in Moscow. According to base " circuit.focus ", for 51% the company belongs to the individual to Anatoly Bakhtin and for 49% - to the Cyprian legal person of "Start Partners Emea Limited". Revenue "A top a case" in 2018 made 424.1 million rubles, and number of staff – 36 people.

According to the portal of state procurements, among the largest projects of the company - work on development of the GIS "Independent Registrar" as which operator the Federal Treasury, software development of providing social and personnel services to employees of the Russian Railway, the services connected with scientific research and exploratory developments in the field of mathematics for DIT of Moscow, etc. acts.

In addition to "A top a case" the companies BARS Group, "Rostelecom", MTS and Voyslink applied for the contract Minprosveshcheniya. The greatest decrease in the starting price of the contract was offered by Rostelecom - approximately to 75 million rubles, however in cumulative assessment "A top a case" bypassed it by other criteria, such as qualification and quality of works.

Under the terms of the tender documentation, on development of the platform 240 days from the date of signing of the contract are allotted to the contractor. At the initial stage the developed system should be rolled on 10 subjects of the Russian Federation. Publication of the tender

On September 30, 2019 Fund of new forms of development of education – the project office of the national Education project and the operator of network of children's technoparks Kvantorium - announced competition on development of the platform of Big Data of digital educational medium. The maximum price of the agreement is about 135 million rubles^[1].

The platform of Big Data – one of key components of digital educational medium, the project on which creation conducts Minprosveshcheniya. The fund of new forms of development of education is its subordinated organization.

By the end of 2019, according to the Education national project, the target model of digital educational medium should be implemented in several regions of Russia and afterwards is extended to all territory of the country. In addition to the system of Big Data the platform will include a marketplace of educational content and services, service of development for teachers and the communication section. At the second stage cloud accounting and electronic document management will be started.

The deputy minister of education Marina Rakova in August told that the block connected with Big Data has managerial character and is connected with transfer of management of the industry on decision making system on the basis of the analysis of Big Data. It concerns accounting, the reporting, the schedule, electronic diaries and magazines.

Now quite large sums leave on penalties when, for example, incorrectly the plan of financial and economic activity is created or when the schedule is incorrectly made and two classes come to the same office. In a system it will be automatically organized optimum. Infinite reports on an occasion and without which oppress the teacher, will become a machine task. Data will be once entered, and further all necessary requests will begin to form and go on clicking of one button, - the deputy minister explained[2].

On development of the platform follows from technical specifications that it will allow to prepare the analytical reporting on the basis of the collected and processed arrays of Big Data not only in the field of the general education, but also secondary professional education and additional professional education, training, education, guardianship and guardianship.

The platform will be integrated with the general information resources in the field of education, such as, for example, official site of the Russian Federation for placement of information on organizations (Bus.gov.ru) and an information system of monitoring of access to education (inv.edmonitor.ru) and also with the systems of subjects. The systems of accounting and the personnel, formations of the salary and the system of maintaining electronic journals (estimates) of students concern them. Also it should be integrated with the AIS "Marketplace" of digital educational medium.

One of requirements to the platform – at its design a priority needs to be given free extended, and it is specified by the domestic product included in the register of the Ministry of Telecom and Mass Communications to open source software in terms of reference.

At the initial stage a system will be rolled on 10 subjects of the Russian Federation.

The fund is going to sum up the tender results on October 18, 2019. In total on development of the platform 240 days from the date of signing of the contract are allotted to the contractor.

The platform of Big Data became the second component of digital educational medium which creation is started by Minprosveshcheniya. In August, 2019 the Fund of new forms of development of education according to the results of tender selected MegaFon the contractor on creation of the AIS "Marketplace". The company suggested to perform these works for 193 million rubles at the starting price of the contract in 226 million rubles.
