The interdepartmental working group at Council for development of information society in the Russian Federation (MRG)

The interdepartmental working group concerning reduction of differences between territorial subjects of the Russian Federation on the level of information development of Council at the President for development of information society in the Russian Federation is the permanent coordinating body formed for the purpose of formation and implementation of the approved policy in the field of development and use of information and communication technologies in regions and for information and analytical and expert ensuring activity of Presidential Council for the Development of the Information Society in Russia.

Regulations on the interdepartmental working group concerning reduction of differences between territorial subjects of the Russian Federation on the level of information development

The purpose of creation of the interdepartmental working group concerning reduction of differences between territorial subjects of the Russian Federation on the level of information development (further — MRG) is strategic planning, coordination of processes of informatization and development of information society in territorial subjects of the Russian Federation. The mission of MRG consists in coordination of processes of regional informatization and assistance to territorial subjects of the Russian Federation in issues of increase in rates of development of information society.

Main areas of work

1. Formation of strategic directions, determination of target indicators of achievement of results on the main directions of the Development strategy of information society in the Russian Federation in the field of regional informatization, determination of conceptual bases in the field of development of information society.

2. Development of the offers considering the interests of regions, and their representation for discussion of a meeting of Presidential Council for the Development of the Information Society in Russia (further — Council).

3. Interaction within the tasks with federal public authorities and also other interdepartmental working groups at Council.

4. Development of programs and projects on regional informatization and development of information society in regions, development of offers on making changes in the existing programs and projects and also submission of the specified programs and projects for discussion at meetings of Council.

5. The analysis of practice of strategy implementation of development of information society in the Russian Federation in regions, efficiency evaluation of the measures aimed at the development in regions of information society and also preparation of suggestions for improvement of activity in this area.

6. Assistance to interaction of regions for the purpose of exchange of the best practices in area of development of information society.

Principles of work

1. Organization of work of MRG.

1.1. Meetings of MRG are held with frequency once in a quarter. In case of need, holding an emergency meeting of MRG is possible.

1.2. The head of MRG, deputy managers of MRG, the responsible secretary of MRG, representatives of federal public authorities, representatives of territorial subjects of the Russian Federation at the level not below the deputy manager of the region, representatives of administrations of the cities at the level of the mayor, representatives of other interdepartmental working groups of Council formed at Council, representatives of expert advisory group of Council are a part of MRG.

Deputy managers of MRG are appointed the head of MRG in accordance with the established procedure.

1.3. Activity of MRG includes interaction with other interdepartmental working groups formed at Council and federal public authorities. Representatives of federal public authorities and representatives of territorial subjects of the Russian Federation can be invited to meetings of MRG.

1.4. Results of work of MRG are made out by the minutes of MRG. The protocol is sent to all members of MRG and heads of the supreme bodies of the government of territorial subjects of the Russian Federation.

1.5 Ensuring functioning of MRG is performed by the Device MRG. Functioning of the Device MRG is ensured by the Government of Moscow.

2. Task allocation in the field of regional informatization.

2.1. MRG for achievement of the purposes and implementation of tasks actively interacts with other interdepartmental working groups created at Council with the interested federal and regional public authorities and expert advisory group of Council through their representatives in structure MRG and council of regional informatization.

2.2. MRG in interaction with other interdepartmental working groups created at Council develops offers on strategic directions, determination of values of target indicators of achievement of results on the directions and conceptual requirements in the field of development of information society in territorial subjects of the Russian Federation including concerning regional informatization, according to the plan of strategy implementation of development of information society in the Russian Federation.

2.3. MRG considers offers of council of regional informatization, prepares drafts of solutions and submits them for consideration of Council. Implementation of specific actions in territorial subjects of the Russian Federation concerning development of information society according to decisions of Council is under authority of relevant organs of executive power.

2.4. Ensuring coordination and management of programs and actions in the field of regional informatization is performed by MRG in interaction with council of regional informatization.
