IBS equips Chelyabinsk Region Road with an end-to-end system of weight and dimensional control

2019: The choice of the contractor for system implementation of automatic weight and dimensional control on highways

On November 20, 2019 the IBS company reported that it won an auction on system implementation of automatic weight and dimensional control on highways of Chelyabinsk region. The created system is an element of the national project "Safe and Qualitative Roads". It will allow to reveal violations in the field of freight transportation and to increase safety of highways and transport security of the region.

Heavy trucks increase wear of a roadbed and significantly increase risk of emergence of accidents. This problem is especially relevant for Chelyabinsk region through which, in addition to internal and interregional traffic, a large number of cargo transport to Kazakhstan follows.

At the same time the national project "Safe and Qualitative Roads" imposes quality requirements of automobile network. In this situation the management of the region made the decision on the organization of weight and dimensional control.

We are responsible for all range of works on creation of a system, from laying of asphalt and connection to networks of power supply before production and equipment installation and integration of software. Such approach will allow ourselves to control quality of materials and the performed works that will positively affect life of a system and cost of its subsequent contents by the region. Proceeding from it, we provided additional guarantee on the equipment – 2 years. In the future we are ready to cooperate independently with regions according to the scheme of lease or leasing that can be more convenient and cheaper for the customer, than attraction of the financial and contract institutions, told Alexander Tolgsky, the director of the department of work with Ministry of Transport in IBS company

The system of weight and dimensional control from IBS consists of the specialized road equipment and the software. The equipment measures weight and dimensional parameters of the vehicles moving in a flow, reveals the vehicles moving with exceeding of the loadings set in the current legislation and transfers this information in TSAFAP to traffic police of the Russian Federation. Also in a system additional photofixing of vehicles which allows to make responsible even carriers with the closed numbers is implemented.

The software automates public service on issue of special permissions (including in the simplified form along permanent routes) and automatically checks presence of the special permission issued by Federal Road Agency. It guarantees lack of penalties for fair carriers. For implementation of external interactions the certified cryptographic means and the System of Interdepartmental Electronic Interaction (SIEI) of the Ministry of digital development, communication and mass communications are used.

As a result of creation of a system traffic safety will increase, service life of highways and objects of road infrastructure and also receipt of penalties in road fund of Chelyabinsk region will increase. The arrived financial resources can be allocated for construction of highways or repair.
