The uniform structured reference book – the directory of medicines (ESKLP)

2019: Start of the online directory of medicines

On December 24, 2019 the State corporation Rostec reported Zdrav.Expert that, together with Ministry of Health Russia started the official and country's first open online directory in which contains information about all registered in RUSSIAN FEDERATION medicines. The platform which collects data about the certified drugs in the automatic mode, it is integrated with systems state procurements and markings of drugs. A system developer is NTSEMRT – Project technologies", entering into structure LLC of State Corporation Rostec.

For December 24, 2019 in the Uniform structured reference book – the directory of medicines (ESKLP) information on more than 140 thousand unique goods items is available. Data come to a system from the State Register of Medicines: when updating the register information is automatically transferred to the reference book directory. Authorized users of the online reference book can leave the comments on each of the designated positions.

The structure of ESKLP provides two parts: the reference book of the SMNN nodes created by the principle uniform the standardized (unified) name MNN, a dosage form and a dosage, and the directory of goods items of medicines which description as much as possible reflects data from registration certificates. The updated data from the directory of goods items of ESKLP are available to application in the system of marking of the movement of medicines to the description of the marked medicines.

Data of ESKLP are posted in appropriate section of the website, are available to viewing and formation of a feedback in case of existence of notes or offers from participants of the pharmaceutical^[1].

The information and analytical system of purchases will allow to avoid overestimate of cost of purchases of the same medicines during the different procurement procedures and also to eliminate unfair competition – it is known that a number of customers described subject to purchase in such a way that it was "ground" under the specific supplier. ESKLP will also increase awareness of customers on opportunities of acquisition of interchangeable medicines, having allowed them to receive the real instrument of providing bigger number of the citizens needing medicinal therapy, noted the minister health care RUSSIAN FEDERATION Veronika Skvortsova

The portal is intended for participants of public procurements of drugs, producers of medicines, other participants of the pharmaceutical industry and ordinary consumers. Using the website of ESKLP it is possible to study the principles of aggregation of medicines in purchasing groups and to receive data on their interchangeability within state procurements.

On the basis of data from ESKLP the directory of goods, works and services which is posted on the website of the unified information system in the field of purchases that allows to carry out systems analysis of the general indicators of state procurements of medicines forms and to optimize expenditure of budgetary funds. Besides, data from ESKLP are transferred to the System of marking of the movement of medicines where on their basis the list of the marked medicines forms, explained the deputy CEO of State Corporation Rostec Alexander Nazarov

The reference book directory is the Single state information system in the field of health care as a part of an information and analytical subsystem of monitoring and control in the field of public procurements of medicines which is created by State Corporation Rostec on the instructions of the Russian Ministry of Health.
