Was born on August 26, 1969 in Zhukovsky of the Moscow region.

In 1992 graduated from Moscow Institute of Physics and Technology majoring in "applied mathematics and physics".

2005: Ministry of Economic Development of the Russian Federation

In 2005 - 2006 worked in the Ministry of Economic Development of the Russian Federation, holding a position of the associate director of Department of regulation of the infrastructure industries (the oil and gas industries).

2006: ERTA-consult

In 2006 - 2007 held a position of the deputy CEO in ERTA-consult (providing consulting and consulting services in the oil and gas industries).

In 2007 - 2012 - Federal Tariff Service, the deputy head of department of regulation of the gas and oil industries.
