2022: Alexey Nabutovsky - the new head of the ministry

At the end of March 2022, it was announced the appointment of Alexei Nabutovsky as the new Minister of State Administration, Information Technology and Communications of the Astrakhan Region. Prior to this, he led the department as the acting head, and even earlier Nabutovsky worked as the first deputy minister of state administration, information technology and communications of the Astrakhan region. 2020: Establishment of the Ministry

In January 2020, it became known that the governor of the Astrakhan region Igor Babushkin signed a decree "On the composition of the government of the Astrakhan region and the structure of executive bodies of state power," within which the Ministry of State Administration, Information Technology and Communications was created. It was headed by Andrei Sashin, who previously held the post of First Deputy Minister of Economic Development of the Astrakhan Region.

The new department transferred part of the powers of the Ministry of Economic Development of the Astrakhan Region regarding information and communication technologies and telecommunications, as well as a number of powers of the Ministry of Industry, Transport and Natural Resources of the Astrakhan Region related to communications, mass communications and printing.

In a conversation with the D-Russia portal, Andrei Sashin explained that the formed Ministry of Public Administration, Information Technology and Communications will coordinate the digital development of the region. The department will implement the national project "Digital Economy," within the framework of which five regional projects are being implemented in the region:

  • "Information infrastructure";
  • "Footage for the digital economy";
  • "Information security";
  • "Digital Technologies";
  • "Digital Public Administration."

Earlier, the Astrakhan region joined the process of building a digital economy, signing agreements for the implementation of regional projects within the framework of the national project "Digital Economy." It is planned to actively participate in pilot projects in all areas of the digital economy.

The Duma of the Astrakhan region adopted bills that allow the governor to independently decide on the creation of new ministries or the transformation of existing institutions, as well as to form the Government without a time limit. By the beginning of 2020, 13 ministries operate in the regional government.[1]
