Was born in 1958 in Ryazan.
1975: MSSVU
In 1975 graduated from the Moscow Suvorov Military School.
1979
RVVKUS
In 1979 graduated from the Ryazan highest military command college of communication of Marshal of the Soviet Union of M.V. Zakharov (in 2009 the school is defunct and as faculty of communication entered into the Ryazan highest airborne command school).
Service in Russian Armed Forces
From 1979 to 2010 was on service in the Armed Forces of the Russian Federation in Chita and in Moscow.
1997: RAGS
In 1997 graduated from the Russian academy of public service under the President of the Russian Federation (in 2010 the academy is attached to ANH with formation of the Russian Russian Presidential Academy of National Economy and Public Administration) in "The public and municipal administration".
