2020: Installation more than 500 surveillance cameras in the cities of the Arctic region

The Rostelecom company announced on November 8, 2020 that it started implementation of the large project on expansion of a system of street video surveillance in seven municipalities of the Yamalo-Nenets Autonomous Area (YNAA) at once. Within the Safe City program the digital provider will mount more than five hundred cameras in Gubkinskom, Labytnangi, Muravlenko, Nadym, Novy Urengoy, Noyabrsk and Tarko-Sal.

Specialists of Rostelecom will mount digital devices on entrances and departures from municipalities, in parks, squares, near shopping centers, stations, the airports, clinics, schools and also on especially busy streets of the northern cities and large road intersections.

"In Noyabrsk more than one hundred digital devices will appear. Surveillance cameras will allow to manage more effectively city space and will make life noyabryan even more safely. Data of the round-the-clock video surveillance system will arrive in real time to the staff of operational services and law enforcement agencies. We are sure that these measures will help to prevent commission of offenses and to react quickly to emergencies" — the mayor told Noyabrsk Alexey Romanov.

Installation of the camera in Noyabrsk

The infrastructure created for implementation of the large-scale project in the cities of Yamal includes digital video cameras, the server hardware and communication channels. Smart devices will write the accurate picture and to transfer it to the Single system of video surveillance of the Yamalo-Nenets Autonomous Area. It works in Salekhard based on the software solution implemented by department of information technologies and communications of the region. There using the advanced solutions of video analytics if necessary it will be possible to distinguish persons of people and to identify numbers of cars.

"Development of the Safe City project — the important direction for the Arctic region. Rostelecom executes one of key tasks of its implementation. The company is going to construct several tens of kilometers of optical lines of communication, to mount more than five hundred digital cameras and to provide uninterrupted technical support of all system. We have a wide experience in implementation of such large projects. For example, "The safe city" was successfully implemented in Khanty-Mansiysk, and now its segment will be implemented also on Yamal" — the director of the Yamal-Nenets branch PJSC Rostelecom Alexander Oboltin noted.

Installation of outdoor video surveillance cameras of Rostelecom began at the same time in all cities stated in the project. It is going to complete the works and bring digital devices into operation at the end of 2020.

2019: Results of implementation of projects on gain of security measures on Yamal

On January 23, 2020 it became known that Rostelecom company together with the government of the Yamalo-Nenets Autonomous Area implementations of the projects on gain of security measures on Yamal implemented in 2019 summed up the results. The main pool of works was done regarding the organization of video surveillance. By the end of December, 2019 on Yamal more than 570 cameras protecting property and public an order in the district were mounted. 30% from them were set in 2019.

One of the most effective solutions on gain of security of the territory or a specific object – installation of cameras. Video surveillance systems in real time provide with information of law enforcement officers and operational services on a situation in the territory of Yamal what prevents commission of offenses and also allows to react to emergencies quickly. Rostelecom designed end-to-end systems of video surveillance with a possibility of further development in the majority municipal entities of the region. In plans for 2020 - to increase the number of cameras on Yamal almost by two and a half times, told the deputy governor of the Yamalo-Nenets Autonomous Area Arkady Bessonov

Considerable part of the project is implemented by Rostelecom: in 2019 the provider mounted 133 cameras in the district. The organization of video surveillance systems in common areas, parks and socially significant places and also installation of complexes of photovideo fixing of traffic offenses (traffic regulations) became the priority area of work.

In February, 2019 at the check-points (CP) in Labytnangi and page. Men of the winter road of Labytnangi – Men – Azova – Tags Rostelecom made installation of the HD cameras capable even in twilight and night time to recognize numbers and brands of machines. With opening of the winter road of Aksark – Salemal – Panayevsk – Yar-Sal inhabitants will be able to watch the online mode and the check point in the item Aksarka. Control of security and observance of traffic regulations on city automobile arteries is strengthened using photovideo fixing complexes in Salekhard and Novy Urengoy.

A great job is done by provider together with district autonomous organization "Woods of Yamal" on system implementation of monitoring of wildfires – one of the most large-scale projects implemented on Yamal and all Urals. Quickly 54 cameras in the territory of the region allow to react to ignitions, 36 of them were installed in 2019.

Within the regional project "Comfortable Urban Environment" 72 cameras in public parks and at playgrounds of the cities of Gubkinsky (30 cameras), Noyabrsk (25 cameras), Tarko-Sal (17 cameras) are mounted. Also Rostelecom organized video surveillance behind four building sites in Noyabrsk.

The complexes of video surveillance and photovideo fixing implemented on Yamal – segments of the Safe City project. They allow to react quickly and precisely to events in the field of public security and ecology. Implementation of such projects is directed first of all to increase in comfort of citizens and also to decrease in material and time resources at elimination of possible emergency. In 2019 we carried out successful work on scaling of elements of "The safe city", but their most effective work requires creation of the single integration platform integrating different information systems of monitoring and reaction noted the director of the Yamal-Nenets branch PJSC Rostelecom Alexander Oboltin

Also in 2019 on Yamal upgrade of the End-to-end System of the Emergency Notification of the Population (ETESENP) continued. Work included the KSEON expansion in the territory of Purovsky, Yamal districts and Noyabrsk, also integration of KSEON with the Territorial System of the Centralized Notification (TSCN)^[1] continued^[2].
