Tele2, a Russian mobile operator, announced on February 21, 2023, the preparation of an anti-fraud call verification platform for connecting its MVNO partners to it. This will help virtual operators to effectively and cost-effectively combat number spoofing. The integration of the solution will allow operators to connect to the Unified Call Verification Platform and fulfill the FZ-319 requirements. The platform will ensure traffic verification, as well as the formation and sending of reports to the GRCC on the anti-fraud measures taken. This will allow you to close vulnerabilities in the networks of smaller operators and cover the market as much as possible. The current platform daily protects Tele2 subscribers from 500-600 thousand attempts at fraudulent calls per day, per month their number reaches more than 15 million, per year - more than 180 million.

In February 2023, more than 20 MVNO partners work on the Tele2 network. When they are connected to the anti-fraud platform, the host operator will be able to protect the subscribers of the operators connected to the system. The anti-fraud platform, in addition to the call verification module, includes several solutions for protecting subscribers from various types of telecommunications fraud. For four years of operation of the anti-fraud platform, Tele2 has accumulated extensive experience in the fight against number substitution, useful to MVNO partners. Virtual operators will save on buying their solution and use Tele2 expertise in the fight against fraud.

Tele2 has prepared a technical solution, as well as a methodology for connecting its MVNO partners to an anti-fraud platform, which since 2019 has been countering fraud using "number substitution." The system is based on online verification of call legitimacy - the platform requests confirmation of call initiation from the operator-owner of the calling number. At the same time, the system takes into account all the features of operating activities, including porting to other networks. MVNO operators with various technological solutions work on the Tele2 network, for which there are several connection options. Depending on the type of MVNO - light, medium, MVNE platform, full - different options for joining the anti-fraud platform are being worked out. Tele2 flexibly adapts the solution in negotiations with partners, several virtual operators are preparing to connect to the system.

In 2022, Tele2 joined the Unified Platform for Verification of GRCC Calls. According to the provided specifications of the owner of a single platform, the Tele2 verification node exchanges data with the central node of the system. Although large operators interact to check traffic, vulnerabilities remain in the networks of small operators, which proves the need for all market participants to connect to the Unified Call Verification Platform. Joining MVNO partners to the Tele2 anti-fraud platform will allow verification and provision of statistics on identified incidents with "number substitution." The integration of the Tele2 anti-fraud solution will help MVNO operators connect to the nationwide system - to protect customers and fulfill the requirements of the Law "On Communications" (FZ-319.

2020: Anti-Fraud Platform Development

On February 5, 2020 mobile operator Tele2 , he announced the development of antifraud a platform to protect commercial bank customers from frauds using social engineering. The system distinguishes calls from the bank's client service from those of fraudsters even when using substitution numbers and helps prevent illegal withdrawal of money from customers' accounts.

According to the developer, the Tele2 anti-fraud platform is an intelligent product for combating fraud using social engineering. It helps to reduce the number of cases of illegal withdrawal of money from customer cards using replacement numbers. The product is primarily aimed at cases when fraudsters under the guise of the security service of a credit institution mislead people, receive bank cards and withdraw funds from customer accounts.

To effectively combat fraudsters, the telecom operator and the bank synchronize data on signal traffic with the bank's CRM system based on special software. Tele2 further enriches this data with big data-based analytics. In addition, the operator puts on monitoring all calls to customers from the so-called A-numbers - phones from which bank employees can call cardholders, emphasized in Tele2.

As of February 2020, Tele2 conducted a pilot project to test the voice call control system together with Tinkoff. The operator and the bank tested the operation of the platform to determine different types of fraud communications: calls to customers from bank replacement numbers, calls to the bank's call center from fake client numbers, calls from "prison call centers." The test results showed that the platform successfully identified the source of the call and distinguished real calls from calls from replacement numbers.

Two smart systems exchange data on calls to common customers from bank phone numbers in real time. If a person is called from the number of a credit institution, but the anti-fraud platform from the bank does not confirm the call, then the call comes from fraudsters. In this case, the security system of a credit institution can quickly block the transactions of the attacked client in order to prevent an unauthorized transfer of funds from his account, the developer claims.

Tele2 determines calls from the so-called "prison call centers" based on big data analytics, combining information about the call and the type of object from which the call comes. According to FinCERT - a division of the Central Bank that is responsible for cybersecurity - in 2018, 97% of theft of funds from customer payment cards was committed using social engineering methods (malicious misleading by deception or breach of trust). In total, in 2018, fraudsters illegally withdrew 1.4 billion rubles from Russian cards.

According to the developer, the anti-fraud platform will allow banks and Tele2 to further increase customer loyalty. Tele2's NPS indicator at the end of 2019 was 43%.
