Document flow for all state agencies will construct Haulmont on the basis of an ECM product

2020: The choice of the solution for an electronic document management system for state agencies

As found out CNews on January 31, 2020, the standard solution of the electronic document management system (EDMS) for state agencies will be under construction on the basis of a finished ECM product of the Samara company Haulmont. It became the winner of the thematic tender of Scientific Research Institute Voskhod subordinated to the Ministry of Telecom and Mass Communications who is engaged in creation of the platform of legally significant electronic document management (YuZEDO).

These works Voskhod conducts "implementation in activity of public authorities of interdepartmental legally significant electronic document management the" of the federal project "Digital Public Administration" which is a part of a fedprogramma "Digital economy" within accomplishment of a task.

According to the passport of this project, such document flow by 2024 should be implemented in 90% of public authorities and local government and also the organizations subordinated to them.

The aforesaid standard solution EDMS will become a part of the YuZEDO platform. It will be created and finished until the end of 2020. The regulatory framework for a possibility of use of standard EDMS by state agencies is in a development stage so far.

"According to the concept of development of interdepartmental legally significant electronic document management, connection of state agencies to the YuZEDO platform can happen by two methods: through the standard solution EDMS and through own modifed solution EDMS. The standard solution EDMS first of all is necessary for connection to the YuZEDO platform of those organizations which cannot develop own solution EDMS (the shortage of financing, resources, time, etc.)", 'the representative of Scientific Research Institute Voskhod noted'

According to data of the electronic presentation of the manager of projects of Voskhod Sergey Gortinsky in Russia for February, 2020 state agencies use over 30 EDMS different types.

Tender which won against Haulmont was started by Voskhod on December 12, 2019 with the starting cost of contract of 231.2 million rubles. The customer summed up his results on January 22, 2020. The winner in the request asked 190 million rubles for the services.

Corus Consulting companies, not begun to reduce the starting price of lot, Open code with the price offer at the level of 175.7 million rubles and the InterTrust ready to perform works for 120 million rubles unsuccessfully tried to compete with it.

Presence of a product at the Register of domestic software at the Ministry of Telecom and Mass Communications was an indispensable condition for all offered to use of EDMS.

"Used at development of the system of software and library of program codes should be public (without runtime royalty fees), said in terms of reference. — The platform should provide existence of open interfaces of application programming. The platform should be implemented in the language of the high level (entering in top-5 the TIOBE index), to have development tools in the programming language allowing to provide independence of the producer and a possibility of independent development of the solution (including updating mechanisms to new versions after modifications). The platform should allow creation of cross-platform applications with three-unit architecture".

Besides, the technology platform should have a possibility of use as a system data management DBMS PostgreSQL, provide use browsers with support HTML of standards 5.0, CSS Level 3, ES6 (ECMA Script 2015), the mode of asynchronous JavaScriptXML Http interaction / (XML Request). At least, user interfaces should be tested on compatibility with two latests version of browsers Microsoft Internet Explorer Microsoft Edge Yandex.Browser Mozilla Firefox Google Chrome Safari, "Sputnik". Software of a system should be able to interact with the unqualified EDS and qualified EDS (integration from Crypto Pro of CSP versions 4.0 and 5.0).

As the representative of Voskhod explained CNews, according to the technical project, the institute will receive from Haulmont the source code and the non-exclusive rights to its software product with a possibility of completion and replication in state agencies and also the organizations and the companies subordinated to them with state participation.

Further on the basis of this code forces of Voskhod will develop the standard solution EDMS (TR EDMS). At the first stage till April, 2020 it is going to create the preliminary version of standard functional requirements to a system. At the second stage till May, 2020 examination of subjects to piloting for identification of the basic office work processes and formation of terms of reference on implementation of TR SED in these organizations will be conducted.

At the third stage till September, 2020 pilot implementation, and at the fourth stage till December, 2020 — completion of TR SED based on implementation and approbation of standard functional requirements is planned.

As noted in Scientific Research Institute Voskhod, creation and approbation of the first version of TR SED it is going to complete in 2020, however it does not mean that Voskhod will not develop this system in the future. The decision on involvement of contractors to these works will be considered in implementation process as required.^[1]
