2020: Implementation of a subsystem of "Onkopomoshch"

On February 10, 2020 it became known that the companies "TechLAB" and "Netrika" within implementation of the federal uniform digital circuit in health care single state information system of health care (SSISHC) project "Creation on a Basis" developed the centralized regional subsystem of "Onkopomoshch" for Leningrad Region. Its implementation will provide more effective routing of onkopatsiyent and also control of terms, volumes and results of the medical aid rendered to them. In a subsystem information on 1500 patients with malignant new growths (ZNO) or suspicions is already directed to them.

The Onkopomoshch service is developed on the basis of Onkopasport – the solution TechLAB for routing of onkopatsiyent based on the Galenos platform and the integration platform "by N3. Health care", the created Netrika company.

The main objectives of a subsystem – to control observance of routing of patients with malignant new growths from St. Petersburg and the Leningrad Region, to provide recommendations about their treatment taking into account an individual clinical picture, to provide succession of treatment.

Development of a subsystem and its implementation lasted half a year. Specialists formulated TechLAB and implemented requirements to the regional system of the normative reference information for maintaining oncological information in the subject by uniform rules. To exclude double entry of data, the medical organizations of the Leningrad Region whose information systems were supported by the updated requirements to structure of an oncological part of the electronic medical record, finished the medical information systems (MIS). Also the updated integration profiles in a regional Uniform State Health Information System segment were created.

The solution corresponding to tasks of the federal health care state malignant new growths projects "Creation of a Uniform Digital Circuit in on the Basis of the Unified Information System of Health Care (Uniform State Health Information System)" and "Fight with" became result of this cooperation. "Онкопомощь" allows to trace in the online mode all way of the patient, from suspicion on ZNO before treatment, observation or removal of the diagnosis. Also using a subsystem the staff of medical institutions can create base of regional patients and their selection by tens of criteria. Besides, the translation of primary medical documents in an electronic form will promote transition to paperless formation cancer of the register of the Leningrad Region and considerably will increase quality of the collected information.

Thanks to the implemented subsystem the staff of out-patient services and profile organizations had an access to tools for observance of clinical recommendations. Specialists TechLAB developed a special algorithm which allows to select necessary data from an array of information on different medical cases for the solution of systematization and selection of electronic records from the medical systems and to create the patient's route and also to aggregate the history of diagnostics and treatment in the uniform card of the patient. Collected information is used by a system for selection of the personalized recommendations about further maintaining the patient based on clinical recommendations. So far they are provided only for patients with a colorectal cancer. In the nearest future developers are going to fill base of a subsystem with content by other types of ZNO on the basis of the data published by the Russian Ministry of Health.

Exchange of data on oncology as a part of electronic medical records of patients will allow doctors to base the choice of tactics of diagnostics and treatment including on the basis of knowledge of the previous route of the patient and also more effectively to plan medical process. The main feature of the project is the lack of the double entry accounting, doctors can continue work in the medical systems and at the same time have access to data from the previous places of the address of the patient.

Thanks to qualitative data control of regional tasks within national projects will become simpler. An important stage of work – connection of the medical organizations to a subsystem of "Onkopomoshch" and filling of a regional system data from MIS.
