The regional service on the basis of the integrated electronic medical record (IEMR) intended for information and analytical support of doctors, heads of the medical organizations and governing bodies of health care.
Service analyzes and systematizes medical records from IEMK on process steps of delivery of health care on each patient with pretumoral and oncological diseases. For this purpose the TechLAB company develops a specialized algorithm — the Analyzer. The analyzer monitors all electronic records in regional IEMK compared with diagnoses of MKB-10 of the D and C group. The created complete case with the history of suspicion and treatment of an oncological disease of the patient includes data on diagnostics, the carried-out therapy, appointments, a route, pictures, documents and parameters of a disease from all medical institutions of the region.

Integration with a system "N3. Health care"
As of October 18, 2019 Onkopasport of patient is integrated with the platform "N3. Health care", the developed Netrika company and Russia set in 15 regions. It already works with more than 50 information systems thanks to what accelerate development and deployment of specialized solutions on oncology in regions.
since January 1, 2020 the commercial medical organizations will have to be connected to GISZ thanks to what Onkopasport will be able to create more complete route of patients, noted in TechLAB company.
Release of the solution
On April 1, 2019 the companies "TechLAB" and "Netrika" announced release joint IT- solutions – Onkopasport Patient. It service for monitoring of oncological patients, developed in St. Petersburg for the purpose of implementation of the federal health care state UNIFORM STATE HEALTH INFORMATION SYSTEM oncological diseases projects "Creation of a Uniform Digital Circuit in on the Basis of the Unified Information System of Health Care ()" and "Fight with".
Development of Onkopasport of patient by TechLAB and Netrika IT companies takes place within implementation of the national Health care project. Service is intended for increase in efficiency of oncological departments of the medical organizations of Russia.
The oncology remains one of the main reasons of death rate in the country, right after cardiovascular diseases. According to RBC, in 2017 22.5% of patients for whom diagnosed cancer died in the first year after detection of a disease. The indicator gradually decreases, but still remains critical. Therefore fight against oncological diseases – one of priorities of the national Health care project which provides decline in mortality from new growths including malignant, up to 185 cases on 100 thousand population by 2024 – is 15 cases less, than was recorded in 2017.
The national Health care project and, in particular, the federal project "Creation of a Uniform Digital Circuit in Health Care on the basis of the Single State Information System of Health Care (SSISHC)" provide creation by 2024 of the centralized services which will provide succession of medical care and routing of patients. According to the results of implementation of federal projects, including the "Fight against Oncological Diseases" project, works on upgrade and development of the state information systems in the field of health care of territorial subjects of the Russian Federation should be carried out. In 85 territorial subjects of the Russian Federation the centralized regional systems intended for the organization of delivery of health care to patients with oncological diseases should function.
The Onkopasport Patient service is developed on the Galenos platform, the solution of TechLAB IT company, and intended for automation of work of three categories of users – doctors, heads of the medical organizations and governing bodies of health care. The solution will help to provide more effective routing of patients with oncological diseases and also to provide to the medical organizations secure access to uniform electronic medical records about the state of health of onkopatsiyent at all stages of assistance. Besides, service will help to provide support of adoption of medical solutions in oncological organizations and departments of the St. Petersburg clinics on the basis of the clinical recommendations of the Ministry of Health of the Russian Federation, claim in TechLAB.
According to developers, service automatically analyzes electronic medical records, including the directions, the medical conclusions, laboratory and instrumental researches, from a regional information system in the field of health care. On the basis of the acquired information the algorithm without participation of the attending physician creates the patient's profile with the malignant new growth (MNG) containing disease parameters, data on diagnostics, already carried out therapy and a route of treatment. Such approach does not demand from the doctor of conducting duplicative accounting — data come from the transferred documents which are stored in medical information systems. Naturally, only in the presence of the signed informed consent of the patient. So onkopasport the patient becomes available to doctors of all levels of medical care (general practitioners, out-patient and hospital treatment) and allows to provide succession of treatment of patients with oncology.
Onkopasport the patient at whom suspect or confirmed existence of a malignant new growth, it is used as data source for the service of support of adoption of medical solutions which is built in in the interface. The algorithm of service issues recommendations on the basis of data analysis and the clinical recommendations accepted by the Ministry of Health of the Russian Federation – the doctor does not need to study all document, he receives already picked up recommendation taking into account a clinical picture of the specific patient. The interface of the doctor can be available to convenience according to the link from his medical information system.
As noted in TechLAB, information in electronic records will be scanned by service from the suspicion moment on a new growth and throughout all treatment, or before removal of the oncological diagnosis. For this purpose developers structured medical documents, analyzed schemes of routing of patients between different levels of delivery of health care, polled dozens of doctors, from therapists to oncologists of the lead medical institutions in the Northwestern Federal District. The intellectual analysis of electronic medical records will allow doctors and to medical institutions to use the collected data more effectively and to control a routing adherence to deadlines, and to governing bodies of health care - to receive a transparent picture of quality of medical care in the region.
Thanks to Onkopasport support of medical solutions can be performed on six most widespread oncological diseases: breast cancer, stomach cancer, cancer of an obodochny gut, lung cancer, skin melanoma, prostate cancer. Such service allows to implement the personified application of clinical recommendations at treatment of oncological diseases.
According to information for April, 2019 Onkopasport undergoes approbation in the St. Petersburg medical institutions which are engaged in diagnostics and treatment of patients with oncological diseases. Onkopasport receives the information about the patient from a regional information system which in St. Petersburg works based on the integration platform "with N3. Health care". The platform allows to connect together data on health from the most different information systems: data on visit by the patient of the state and private clinics, results of laboratory and diagnostic testings, data on associated diseases and the allergies issued to the patient of the direction and terms of their accomplishment. Data are stored both in unstructured, and in the structured type. It means that perhaps not only to create the clinical record, but also to provide analytical tools – to keep track of dynamics of laboratory indicators, to control terms of delivery of health care and also to apply algorithms of artificial intelligence to data.
