Was born on October 16, 1960 in the Voronezh region.

In 1986 graduated from the Higher school of F.E. Dzerzhinsky (for February, 2020- FSB of Russia academy) in "The international relations", the candidate legal sciences, the associate professor.

Takes part in scientific research concerning the international security and cooperation of the states in fight against crime. More than 40 scientific and scientific and methodical works are a coauthor of the textbook on international law and the author.
