Biography, career

Born February 4, 1945 in Moscow. In 1968 he graduated from the Moscow Power Engineering Institute with a degree in electronic technology, in 1973 - the Faculty of Mechanics and Mathematics of Moscow State University. M.V  . Lomonosov with a degree in mathematics.

From 1969 to 2003 he served in the state security agencies. In 1991, after the formation of the Federal Agency for Government Communications and Information, he headed the FAPSI research center. In 1993-1999, he served as Deputy Director General of the Agency. In May 1999 he headed FAPSI. In March 2003, after the disbandment of the Agency, he was appointed First Deputy Minister of Defense, acting Chairman of the State Defense Order Committee. Military rank - Army General.

While working at FAPSI, Matyukhin, among other things, oversaw the Atlas scientific and technical center, a forge of advanced technologies, directly participated in the development of priority information projects - the Business Network, closed paging and mobile communications for top officials of the country, and the creation of a system of plastic cards for non-cash payments.
