Delivery contracts of ventilators for 14.5 billion rubles

In May, 2020 it became known that Rostec  received delivery contracts of medical ventilators (IVL) for the total amount of 14.46 billion rubles. It is about the Aventa-M systems made by concern Radio-Electronic Technologies (KRET, is included into state corporation). The Vademec edition with reference to data of the website of state procurements reports about it.

As the main customer in these purchases Minpromtorg on which nearly a half of deliveries (7.5 billion rubles) fell acted. Besides, the equipment Directorate of the uniform customer of the Moscow region (780 devices for 1.1 billion rubles) (312 devices for 581 million rubles) and also GKU "Tekhobespecheniye" of the Ministry of Health of the Republic of Bashkortostan purchase the Ministry of Health of Stavropol Krai (300 IVL for 558 million rubles).

The Ministry of Industry and Trade of the Russian Federation bought 6711 ventilators at the price of 1.1 million rubles apiece, regional customers got the medical equipment more expensively: from 1.25 million rubles in March, 2020 up to 1.862 million in April, 2020 for the device in a basic complete set and 2.4 million – in expanded.

As it appears from the delivery schedule which is contained in documentation on purchase of the Ministry of Industry and Trade of the Russian Federation, the extreme number of IVL in shipment is 500 devices in April, 2020, 2.5 thousand devices – in May, on 3 thousand devices a month, since June, 2020. In the middle of April the state corporation promised to deliver necessary volumes of medical products in 2-3 months, but for the beginning of May, 2020 the total amount of orders, as it appears from EIS of state procurements, increased up to 10,695 devices.

In April, 2020 the release of ventilators at the KRET enterprises reached 800 pieces that in 10 times more, than a month earlier. In May it is going to deliver 2.5 thousand pieces.

According to Rosstat, by May, 2020 in Russia there are 47.1 thousand ventilators from which nearly 8 thousand – mobile. In departments of anesthesiology and resuscitation 33.9 thousand devices are installed.[1]

The Ministry of Industry and Trade will buy devices for artificial ventilation of lungs for 7.5 billion rubles

On March 23, 2020 the Government of the Russian Federation announced selection of 7.5 billion rubles on purchase of medical ventilators. The equipment will be purchased within a year in number of not less than 5700 pieces.

The Ministry of Industry and Trade will be obliged to report by February 1, 2021 on target use of money which is selected from a reserve fund of the government, it is told on the website of the cabinet.

The Government of the Russian Federation announced selection of 7.5 billion rubles on purchase of medical ventilators

Also Russian authorities were selected by 5 billion rubles from the reserve fund for purchase of heattelevision loggers, contactless thermometers and installations of disinfecting of air. The corresponding order was signed by the prime minister Mikhail Mishustin.

Purchases will be carried out without tender: the concern radio-electronic technologies" (enters into Rostec), and contactless thermometers — "Schwabe" is appointed the only supplier of ventilators ".

Minpromtorg should sign the agreement for a period of up to December 31 with these companies not only on delivery, but also for works on delivery of devices in the medical organizations of subjects of Russia. The address list of objects which are supposed to be equipped with devices should provide the Ministry of Health.

According to the The Moscow Times edition, rich Russians began to buy ventilators for personal use of the house. The Ministry of Health warned that it is possible to use these machines only in hospitals and only under control of doctors, and houses they will be useless.

Department also reported that except IVL, treatment of heavy pneumonia requires use of additional medical technologies which are applied only in the conditions of intensive care units and intensive therapy.

Funds are allocated for fight against a koronavirusny infection of COVID-19. By March 23, 2020 in Russia 438 diseased are mentioned. The number of the diseased per day for the third time in 5 days overcomes a record: from March 22 to March 23 doctors noted 71 new cases of infection.[2]
