The Government of the Russian Federation selected 10 billion rubles for the equipment for fight against a coronavirus

On March 23, 2020 the Government of the Russian Federation announced selection of 10 billion rubles from a reserve fund on production and equipment procurement for diagnostics, identifications, prevention and treatment of epidemic diseases, individual protection equipment, medicines and medical products.

On March 23, 2020 the prime minister Mikhail Mishustin held the operational meeting with the deputies on measures for fight against spread of a koronavirusny infection. This day 22.5 billion rubles on purchase of drugs and the iatrotechnics for treatment of the people who caught a virus were announced selection in total.

491.7 million more rubles are provided to Federal Medical Biological Agency for prevention, diagnostics and treatment of a new viral infection.

All means provided by the Cabinet of Ministers are taken from its reserves. The corresponding report on effective use of money should be provided in the government till February 1, 2021.

Mikhail Mishustin appointed Rostec the only supplier of medical ventilators, extracorporal membrane oxygenation (EKMO), thermal imagers, contactless thermometers and units for disinfecting of air till December 31, 2020. The Ministry of Industry and Trade will be able to pay up to 100% of cost of purchase in the advance payment, without waiting for completion of deliveries.

The issue of appointment of Rostec as the only supplier of the medical equipment in March, 2020 was discussed in the Government of the Russian Federation. The Ministry of Finance in the letter of March 19, 2020 recognized spread of the koronavirusny infection caused by SARS-CoV-2, force majeure circumstance, having emphasized that customers have the right to buy in this case necessary goods and services in such situations from the only supplier without holding competitive procedures.^[1]
