Biography

In 1999, he graduated with honors from the Finance Academy under the Government of the Russian Federation with the qualification of an economist with a degree in Finance and Credit.

Evgeny Charkin began his career as a financial controller at the large international logistics company FM Lozhistik in 1998. Subsequently, he also worked as a senior consultant in the management consulting department of Aktis Systems, participated in projects to develop an e-business development strategy for large Russian and foreign companies.

Work at Norilsk Nickel

In 2002-2003, Charkin served as Deputy Head of the Information Technology, Automation and Communications Projects Department at MMC Norilsk Nickel. According to Charkin[1]it was his fastest exit to work: "On Thursday evening I met with the CIO of Norilsk Nickel, and on Friday morning I went to work."

Working at Severstal

In 2003-2012, he worked in executive positions in the field of information technology at Severstal, since 2008 - Chief information officer.

Charkin called the main achievement at this place of work[2] the IT transformation program[3]: "We centralized IT both in the organizational part, developing Severstal-Infocom, and consolidating the infrastructure of the enterprise based on the data center in Cherepovets," he said.

In 2012, Charkin was recognized as the best Chief information officer in the field of Metallurgy (according to the Kommersant newspaper ).

Rosatom chief information officer

In 2012-2014 Evgeny Charkin served as Director of the Information Technology Department at Rosatom State Corporation. In this post, he replaced Vladimir Pasynkov, who in September 2012 went to work at Sberbank-Technologies.

Under the leadership of Charkin, Rosatom enterprises were implementing a large-scale IT transformation program adopted for 2009-2015. Among its key tasks are the introduction of unified business processes and IT systems supporting them, the introduction of production process management systems, the introduction of modern management practices, as well as the transformation of the Rosatom IT service itself to improve its efficiency.

Among the largest projects under the program under Charkin's leadership were the introduction of standard enterprise management systems based on SAP and 1C at state corporation enterprises, the creation of corporate and backup data centers, a corporate data transfer network, and the implementation of an electronic document management system based on EMC Documentum.

In May 2013, Evgeny Charkin told TAdviser[4] on the progress of the IT transformation program at Rosatom.

Chief information officer

In August 2014, Evgeny Charkin joined Metalloinvest as Chief Information Officer. Information about this appeared in the fall on the website of the company itself. Prior to Charkin , Mikhail Ivanov held the position of Chief information officer at Metalloinvest .

Charkin worked as Chief information officer at the company until December 2015. In September 2015, Metalloinvest launched a business transformation program, during which an integrated corporate management system based on SAP solutions should be created . It will cover all the key business processes of the company's core enterprises: from financial, accounting and management accounting to production management, transport logistics, repairs and purchases, taking into account the specifics of the industry - in total, about 55 SAP software products will be used.

Russian Railways chief information officer

In December 2015, Evgeny Charkin joined Russian Railways as Director of Information Technology. In this position, Charkin is controlled by the Department of Informatization of Russian Railways (CCI), which is responsible for the formation of an IT development strategy, the formation of a unified IT policy and control over its observance, the creation, implementation and development of automated management systems, etc. The head of this department, according to the Russian Railways website, is Andrei Pavlovsky.

At the time of his appointment, Charkin can be called the first IT person in the state corporation. Previously , the head of the entire IT vertical of Russian Railways was Alexey Illarionov, Vice President for IT and Development of the Russian Railways Management System . In November 2015, after the change of the head of Russian Railways, Illarionov was relieved of his duties.

Evgeny Charkin was also elected chairman of the board of directors of Transtelecom.

Appointment as Deputy General Director of Russian Railways

In May 2020, the head of Russian Railways Oleg Belozerov, at a meeting with President Vladimir Putin, reported that, first of all, thanks to the digitalization that the company has carried out over the past few years, at the height of the pandemic, it was possible to transfer 100 thousand Russian Railways people to remote access within 10 days and maintain the level of customer access to the company[8].

And shortly before Yevgeny Charkin's promotion, Putin emphasized the importance of Russian Railways for the development of the Russian economy: "The sustainable, confident development of Russian Railways, of course, determines the dynamics of many sectors of the domestic economy."

Evgeny Charkin assembled a rock band and recorded the first album with the participation of Evgeny Margulis

Deputy General Director of Russian Railways Yevgeny Charkin assembled a musical group with which he recorded the first album and held his first concert in June 2022. The musical group, called the Genial Band, announced this on its page on the social network VK. The Genial Band is positioned as a rock project. Evgeny Charkin in it is the songwriter, frontman of the group and guitarist.

In addition to him as part of the group:

  • guitarist Mikhail Klyagin, known for his collaboration with Yevgeny Margulis, Vladimir Presnyakov Jr., the groups "Sunday," "Time Machine," "GrayGa," "Lyceum," "Bravo," "Corn";
  • drummer Ilya Lipatov, a regular member of the band of Yevgeny Margulis, the bands "Jazz Express Orchestra," "Return," "Bubamara Brass Band." Collaborated with Inna Zhelanna and the Masha and Bears group;
  • harmonica performer Boris Plotnikov, member of the groups of Evgeny Margulis and Mikhail Bashakov. Also collaborates with Aleksei Romanov and the Resurrection group, Sergey Chigrakov, Sergey Galanin;
  • bass player Katya Mentz, a participant in several "interesting musical projects."

On June 1, the group released their first music album called "Time to Live" (listen to the link), and on June 7 held their first concert at the Life Pub in Moscow.

It is noteworthy that Evgeny Charkin is not the only deputy general director of Russian Railways associated with music. Deputy General Director - Head of the Traction Directorate of Russian Railways Oleg Valinsky was a drummer in the Garin and Hyperboloids group, created in 1981 together with Viktor Tsoi and Aleksei Rybin. In 1982, when Valinsky served in the army, the group was renamed Kino, and after renaming Valinsky did not play in it.
