2021: Moscow gives private parties IT surveillance system for self-isolation of infected COVID-19
July 8, 2021 it became known about the intention of the Department of Information Technology (DIT) of Moscow to transfer the service of the state information system "Social Monitoring" to private hands. A corresponding tender for 15.4 million rubles was announced. Summing up the competition is scheduled for July 27, 2021.
About this writes "Kommersant" with reference to the portal of public procurement. According to the terms of the tender, its winner will have to provide technical support and support until the end of 2022 "GIS of electronic monitoring of a citizen's location in a certain geolocation in order to monitor compliance with the self-insulation (isolation) regime."
DIT, which by July 8, 2021 is operating the system on its own, considered that the transfer of the system to the private owner will have a good impact on technical support for citizens and is expected to increase its stability. Separately, the department emphasized that the contractor will not have access to the personal data of Russians.
The status of GIS, which is vested in Social Monitoring, significantly increases the requirements for data protection within the system, which looks like an "unquestionable plus," the head of the Directorate of Computing Complexes told the publication. " Jets Infosystems Anton Pavlenko According to him, the transfer to outsourcing GIS maintenance does not mean that any persons will have access to the location of citizens.
There is always a possibility of leakage, but it is through the contractor that it is unlikely. Many subjects will be interested in replicating Moscow's experience in controlling the self-isolation regime, the expert added.
According to Mikhail Tretyak, a partner at Digital Rights Law Firm, the described "support" of users is likely to involve not only scaling the system, but also its refinement, and with an unknown functionality.[1]
On August 6, 2021, the DIT of Moscow summed up the results of the competition. The winner was AM-Intelligent Technologies LLC, which offered to fulfill the contract for less than 15 million rubles.

In May, about three thousand passes issued by Muscovites with coronavirus and SARS are canceled daily
On May 19, 2020 it became known that daily about three thousand Muscovites with the confirmed coronavirus and symptoms of a SARS make attempts to issue workers of the admission for trips around the city, the Minister of the Moscow Government, the Head of Department information technologiyeduard told Lysenko about it. He noted that every such attempt is stopped. All passes issued by citizens with coronavirus and SARS or in contact with them are canceled.
Each of them must understand that, going outside, he can infect several people at once. Therefore, quarantine monitoring is carried out, including through technical means that allow you to instantly receive a signal that an infected person violates the isolation regime and puts the life and health of other citizens at risk. said Eduard Lysenko, Minister of Government of Moscow, Head of the Information Technology Department |
Compliance with the isolation regime in Moscow is controlled using electronic location monitoring technologies, including the Social Monitoring service. This smartphone app is used by patients with confirmed COVID-19 or SARS symptoms, as well as those in contact with them. All of them sign an agreement to receive medical care in outpatient conditions or a decree of the chief sanitary doctor, in which they consent to the processing of personal data and undertake, including within 24 hours, to establish and begin to use the Social Monitoring service.
The application monitors the geolocation of the user and notifies city services if it does not match the address specified in the consent or resolution. In addition, at random, the patient may receive a request for additional identification - in this case, you need to go to the application and take a photo within an hour.
If a person signed the documents, but did not install the application, left the house or did not respond to the identification request in time, a message about this is sent to the Main Control. For violation of the isolation regime, a fine of four thousand rubles is provided. In addition, this patient will be placed in an observatory or medical facility and will not be able to return to home treatment.
If a citizen believes that a fine was issued to him by mistake, he can appeal against it. To do this, you need to receive an official registered letter with a decision on the commission of an administrative offense. A citizen can pick him up after a full recovery at the post office. For the period of the high readiness mode, the shelf life of mail items has been extended to 60 days. From the moment of receipt of the letter within 10 days, a citizen must send a complaint against the decision to the supervisory authority, which issued a fine, or to the district court at the place of residence. This can be done, including in electronic form on the page of the electronic reception of the Moscow Government.
Since March 23, 2020, patients diagnosed with coronavirus infection, by decision of a specialist, can remain at home for treatment. Doctors of an ambulance or polyclinic, after examining and conducting the necessary studies, evaluate the condition of the patient. If it is stable and there are no dangerous symptoms, doctors inform about the possibility of receiving treatment at home. In this case, the patient and those living with him are forbidden to leave the apartment until the absence of the virus in the body is confirmed.
The regime of temporary restrictions for all citizens remains in Moscow until May 31, 2020. To travel around the city by personal and public transport, you need to issue a digital pass. As of May 2020, it can be obtained twice a week when traveling for personal purposes and daily - when visiting a medical institution and during volunteer activities. A work pass is also provided for employees of organizations who can function during restriction mode.
In Moscow, it became technically possible to launch a system of smart control of compliance with the home regime
Moscow is ready to launch a system of smart control of compliance with the rules of self-isolation in the event of an unfavorable development of the epidemiological situation or an increase in the number of violations of the home regime. The system will be able to start functioning after signing the corresponding regulatory act of the Moscow government. This was stated by Moscow Mayor Sergei Sobyanin on April 2, 2020[2]
If this legal act is signed, Muscovites will need to receive a specialized code to confirm their movement around the city. It will still be possible to move both on foot and by public transport or personal car - it will only be enough to notify the city of its plans and have the received code with you. For walking a pet near the house or removing garbage to the nearest container site, no notifications will be required, the Moscow Department of Information Technology explains.
The issue of the code will be possible online - through a personal account on the portal mos.ru. In this case, it will be a combination of letters and numbers. You can save it to your phone, get it by e-mail or print it. DIT emphasizes that the portal infrastructure is ready for peak loads and everyone who needs it will be able to get the code. Residents who do not have the ability to use mos resources. ru, they can get the code using the phone.
The procedure for issuing, using and checking a special code will also have to be fixed by a regulatory act. It is assumed that measures of responsibility will be provided for moving around the city without a code.
According to the head of the information technology department, Eduard Lysenko, the introduction of a system for smart control of compliance with self-isolation rules will preserve the possibility of targeted movements in Moscow.
Residents will still be able to go to work, go to a store, pharmacy or medical institution, including if necessary in another area. Control is necessary in order to identify cases of gross violation of the self-isolation regime, when a person unnecessarily leaves home and puts at risk of infection with coronavirus not only himself and his loved ones, but also other citizens, "explained Eduard Lysenko. |
However, so far, according to Sergei Sobyanin, in Moscow there is no need to introduce a permit regime for movement around the city.
Most residents of the city faithfully fulfill the requirement to stay at home. Muscovites showed responsible citizenship and solidarity in the fight against coronavirus, against common trouble, "said Sergei Sobyanin. |
Systems similar to the system of smart monitoring of compliance with the home regime, which can be launched in Moscow, have already been launched in many countries. For example, India and China have already introduced applications to track population movements. The UK is testing the introduction of an application similar to Chinese.
In addition, control of the movement of citizens in the conditions of the self-isolation regime has already been introduced in some regions of Russia. So, in Tatarstan, to leave the house, you need to receive a SMS pass. For each exit, an hour is given to a person, and you can take this opportunity twice a day. Also, from April 2, 2020, the system for monitoring the observance of self-isolation using QR codes began to function in the Nizhny Novgorod region.
In Moscow, on April 3, 2020, a monitoring system was launched for patients with COVID-19 treated at home. Some of them have already been handed over smartphones with a pre-installed Social Monitoring application. It allows you to monitor compliance with the quarantine and quickly detect cases of its violation.
Moscow has developed an application for tracking citizens in quarantine. Authorities are ready to distribute smartphones for him
Moscow authorities have developed a mobile application "Social Monitoring" for patients who are being treated for a new coronavirus infection at home. This was announced by the DIT of Moscow on April 1, 2020. The application will allow law enforcement agencies to make sure that the citizen complies with the isolation regime and does not leave the house. This will help ensure the safety of others and avoid the further spread of coronavirus, the DIT says.
The application will automatically track the geolocation of the user. At the same time, not the track of movement is recorded, but solely the fact of leaving the self-isolation address, which the user indicated in his questionnaire. To ensure that the user is near the phone, the application will periodically send push notifications to the user asking for additional identification using a photo. In the event of a quarantine violation, the application will notify law enforcement agencies about this, "explained the principles of the application in the DIT of Moscow. |
A full-fledged version of the application will work in the coming days, the department added.
Even before the official announcement, the application was placed in the Google Play app store. It appeared there on March 25. Its developer indicated the subordinate DIT of Moscow GKU "Information City." And on the morning of April 1, the application was removed from Google Play. This was preceded by criticism of the application by users who discovered it. Questions were raised, for example, by the fact that the application required the right of access to a vast range of data and functions of the smartphone on which it is installed.
Registration was carried out using SMS, and the application also required to take and send a photo of the user. The author of the Telegram channel "Non-Digital Economy" registered in the application and was successfully photographed. After that, the application gave him access to the "SOS" button and the "Latest News." The first button leads to the call of emergency services, and the second - to the site of the city hall with a description of the situation with coronavirus.
Vladislav Zdolnikov, a former IT volunteer at the Anti-Corruption Fund, the author of the IT and Sorm Telegram channel, studied the application and concluded that it transmits information to the city hall's servers in open form without encryption. He claimed that Social Monitoring recognizes faces through the Estonian identix.one service, transferring photos to the servers of the hosting company Hetzner in Germany. Zdolnikov also found out that individual device identifiers (MAC and IMEI) are encrypted in QR codes[3].
Before being removed from Google Play, the application gained less than 1 thousand downloads, and users who discovered it began to massively ignore its rating.
From an interview with the head of DIT Eduard Lysenko, Ekho Moskvy Radio, it follows that the Social Monitoring application is intended for use by patients who have contracted a new coronavirus and are being treated at home[4]. According to him, it was a test version of the application, which will be provided behind closed doors to patients who have chosen to be at home.
She was freely available. This was done, among other things, in order to collect feedback from the professional community. It helped us a lot. And now we will correct some things in this appendix. But it is not supposed to be used for everyone. Once again, this is precisely for patients at home, "Lysenko explained in an interview. |
According to Lysenko, the authorities are ready to provide such patients with a smartphone with an application pre-installed on it if they do not have a smartphone or they do not want to put the application on an existing device.
For these two weeks, such a device with a pre-installed application will be provided. After the expiration, he will be obliged to return, accordingly, this will all end, "says the head of the DIT of Moscow. |
Eduard Lysenko also denies that the application transmits user data to foreign servers. He claims that "nothing is transferred anywhere," including photos of users.
The biometric code that appears, it falls exclusively on the DIT servers. That is, we have a video analytics system. She's handling it all here. And we do not violate any laws. We use different algorithms to give a biometric code. But there (to Estonia) there are no calls, much less data transfer, "assured the head of the DIT of Moscow. |
Earlier in the media there was also information that the Moscow authorities would monitor compliance with the regime of isolation of citizens during the epidemic of the new coronavirus using a special system based on the use of QR codes. It is assumed that they will need to be received through the portal of the mayor of Moscow to leave the house as necessary.
The scheme of work of this system was published in social networks. One of those who published it was Leonid Volkov, an employee of the headquarters of opposition politician Alexei Navalny. He says he received the scheme from a "reliable source."
In an interview with Echo of Moscow, Eduard Lysenko claims that this system is also not supposed to be used for everyone.
It's for patients at home. A corresponding call center phone number will be provided, in which, of course, I will help quickly generate and directly dictate these numbers online. This will remain in the system of recordings of conversations, so any options for uncontrolled extradition will be preventively prohibited, "Echo of Moscow quotes him. |
QR codes will work when the corresponding act of the Moscow government is adopted, says Lysenko. At the same time, everything is technically ready for implementation, he added.
