2020: Application launch
In April, 2020 Ministry of Telecom and Mass Communications Russia started mobile application of Gosuslugi STOP Koronavirus in the test mode. It is designed to provide providing a number of electronic services which can be demanded in propagation conditions koronavirusny infection. The application can be also adapted for specific conditions of the organization of access control in the conditions of introduction of measures of self-isolation in the specific region of Russia (except for Moscow).
As note in the ministry, the application is not obligatory for use at the organization of electronic admissions on the scale of the Russian Federation without separate decisions of the regional authorities on its application. The implemented solution works as platform and allows to test the mechanism of an execution of electronic admissions in the self-declaration mode by the user of the purposes of an exit from the house.
In Moscow which the first in Russia faced a coronavirus other technological solutions, including for execution of the digital admission for movement on the city already work. In the nearest future for the purpose of exact informing on such operating procedure on the Uniform portal of the public and municipal services (gosuslugi.ru) and in mobile application of Gosuslugi STOP Koronavirus there will be special notifications, explained in the Ministry of Telecom and Mass Communications.
The Gosuslugi STOP Coronavirus application is integrated with a unified identification and authentication system (Unified identification and authentication system) of the Uniform portal of state services and allows to use already available user account in this system. The user can specify the address of the actual accommodation in the appendix and select the exit purpose from the house from the list. Checking compares according to these documents the identity of the citizen to information opened by the QR code in its application of check.
According to the solution of the region in the application only the verified and confirmed account of a unified identification and authentication system which contains the data checked by the Ministry of Internal Affairs of the Russian Federation to provide confirmation of the identity of the user of the application can be used. Also it will be possible to issue corresponding the admission according to the solution of the region directly via the Uniform portal of state services.
Since April 13, 2020 with the regions which showed interest in use of this application necessary conditions of its implementation in the specific territory will be jointly defined and dates of its start are approved.
