1992-2000
From 1992 to 1999 he headed the Kamensky central district hospital.
From 1999 to 2000 - Minister of Health of the Penza Region.
2000-2010
From 2000 to 2005 he worked as the head physician of the Kamensky territorial medical association.
From September 2005 to April 2009 - Minister of Health and Social Development of the Penza Region.
From July to November 2010 - Deputy Chairman of the Government of the Penza Region.
Since November 2010 - Minister of Health and Social Development of the Penza Region, later became Minister of Health of the region.
2019: Dismissal from the post of head of the Penza Ministry of Health
Vladimir Stryuchkov, who headed the Ministry of Health of the Penza Region for more than 10 years, resigned of his own free will at the end of April 2019. In May of the same year , law enforcement officers detained the ex-minister, and the Pervomaisky District Court of Penza sent him under house arrest.
2020:3 years and 3 months in prison for rape
On May 25, 2020, in the Penza region, a court sentenced Vladimir Stryuchkov to three years and three months in a general regime colony in a criminal rape case.
According to Kommersant, citing the investigation, the crime was committed on April 30, 2019, the alleged attacker was intoxicated and used violence against his victim born in 1992. The convict did not admit his guilt during the judicial investigation.[1]
2021
Transfer to settlement colony
On January 19, 2021, the Penza Railway District Court commuted the sentence to Vladimir Stryuchkov, convicted of rape for 3 years and 3 months in a penal colony. At his request, the former Minister of Health of the Penza Region was transferred to a settlement colony.
When making a decision by the court, it was taken into account that V.V. Stryuchkov has been on light terms since November 25, 2020, 1/3 of the term has expired, the convict is characterized positively by the administration of the institution, did not allow violations of the established procedure for serving the sentence, was repeatedly encouraged by the administration of the correctional institution, takes measures to compensate the victim, the court said. |
The decision to change the type of correctional institution appointed by sentence did not enter into legal force, specified in the Railway Court on January 19, 2021. All meetings in the criminal case of the ex-official were held behind closed doors.
Immediately after Stryuchkov's resignation, local media wrote that he was a suspect in a criminal case, but their law enforcement sources then could not decide on which article. For example, the PenzInform news agency reported that it could be about rape, and the First Penza Portal cited another version - suspicion of corruption.
The day after the initiation of the case, the press secretary of the governor and government of the region, Dina Cheremushkina, said that Stryuchkova was fired a few days ago.
In July 2020, the Penza Regional Court considered an appeal against the verdict handed down to Vladimir Stryuchkov. Then the sentence remained unchanged, but the court decided to count the time spent by the ex-minister under house arrest in the account of the previously imposed punishment.[2]
Parole from the colony
On July 5, 2021, the Penza Railway Court announced the satisfaction of the application for parole (parole) of the former head of the Ministry of Health of the region Vladimir Stryuchkov, who had previously been sentenced to three years and three months in a penal colony for rape.
The press service of the court reported that Stryuchkov was employed, for exemplary behavior, conscientious attitude to work, active participation in public and educational events, he was repeatedly encouraged, was transferred to facilitated conditions of serving his sentence, has no penalties, and deserved 7 incentives. The claim for compensation for damage to the victim of 550 thousand rubles was repaid in full.
In addition, as indicated in the court, Stryuchkov regularly attended educational events, as well as classes on social and legal issues, made the right conclusions for himself, was receptive to measures of educational influence, carried out the psychocorrection program of the personality and sought resocialization.
The representative of the FSIN noted that the convict is characterized positively, in this regard, the administration of the institution believes that the goals of punishment have been achieved.
The Penza Zheleznodorozhny District Court appealed to the convicted Stryuchkov with a request for parole from serving a sentence of imprisonment... Stryuchkov proved his correction with his behavior, in connection with which the court granted the application on June 29, 2021, freeing him on parole for 1 year 6 months 23 days, the court said. |
It also says that the administration of correctional colony No. 8 of the Federal Penza Region also supported Stryuchkov's petition for parole, believing that "the goals of punishment have been achieved."
Stryuchkov was convicted under Part 1 of Article 131 (rape) and under Part 2 of Article 132 of the Criminal Code of the Russian Federation (sexual assault). He pleaded not guilty. The decision on the parole of the ex-head of the Penza Ministry of Health by July 5, 2021 did not enter into legal force and can be appealed.[3]
