2023: Start of industrial operation

2022: Minstroy intends to invest almost 400 million rubles in the creation of a federal urban planning system
The federal state institution "United Directorate for the Implementation of Federal Investment Programs" of the Ministry of Construction and Housing and Communal Services of the Russian Federation (Minstroy) in March 2022 announced [1] for the creation of a state information system for ensuring urban planning activities (GISOGD). The system must be handed over to the customer no later than December 31, 2022. The maximum purchase amount is 398 850 000 rubles. The results of the competition will be announced on April 5, 2022.
GIS OGD is designed to consolidate and process urban planning data, improve the quality of public administration, support management decisions in the field of state management of urban planning activities. In addition, the system must fulfill the tasks of information and analytical support for FNIV, state authorities of the constituent entities of the Russian Federation and local governments and the exchange of information between them.
As follows from the description of the system, the GISOGD is created to modernize the construction industry, improve the quality of construction and manage capital construction facilities at all stages of their life cycle. The system will increase the transparency and consistency of information about capital construction projects, ensure the completeness of information contained in urban planning documentation. The implementation of the project will open up new opportunities for information modeling in urban planning. GISOGD will become a single point of access to reliable information on the state of the urban planning sphere.
In accordance with the customer's requirements, the RF GISOGD shall consist of subsystems with a clear division of functions.
GISOGD shall include the following functional subsystems:
- official website;
- information and analytical subsystem;
- construction information classifier;
- register of documents in the field of engineering survey, design, construction and demolition;
- state and municipal service registers.
In addition, the GISOGD shall include the following supporting subsystems:
- administration;
- User authorizations;
- Information security;
- regulatory reference information;
- interaction with external information systems.
GISOGD shall be integrated with external information systems:
- GISOGD of the constituent entities of the Russian Federation;
- Unified portal of state and municipal services (EPGU);
- GIS SYSTEM;
- CMEV;
- UIISS;
- EECO GIS;
- GIS;
- FSIS USRN;
- PU GIS;
- AIS "Housing and Utilities Reform";
- state automated system "Management";
- Federal Information Address System;
- UILZHS;
- FSIS TP.

Mishustin approved the rules for conducting GIS in the field of urban planning
At the end of September 2020, the head Governments of the Russian Federation Mikhail Mishustin approved the rules for maintaining state an information system for ensuring urban planning activities. They will take effect on December 1, 2022.
According to TASS, citing a government decree published on the legal information portal, the document, among other things, establishes the rules for providing access to information system information to authorities, individuals and legal entities.
It is assumed that the unified GIS in the field of urban planning will integrate similar platforms of regions and federal authorities, include a classifier of construction information, a register of documents in the field of engineering surveys, design, construction and demolition. The platform will be associated with the portal of public services.
Thanks to the electronic system of urban planning, in particular, it will be possible to obtain analytical information on the issued urban planning plans of land plots, conclusions of the examination of project documentation, granted construction permits, and on capital construction projects.
According to the government decree, the GISOGD of the Russian Federation includes five functional components:
- 1. Subsystem "construction information classifier," providing formation and maintenance of construction information classifier;
- 2. Subsystem "register of documents in the field of engineering surveys, design, construction and demolition," ensuring the formation and maintenance of a register of documents in the field of engineering surveys, design, construction and demolition;
- 3. Information and analytical subsystem providing:
- formation and maintenance of the register of capital construction facilities;
- processing of information, documents, materials and preparation of analytical information based on them;
- 4. Subsystem "registers of state and municipal services," ensuring the formation and maintenance of registers of basic state and municipal services included in comprehensive lists in the field of construction;
- 5. Subsystem "functioning of the official site," providing users with access to information, documents, materials included in the information system.

The Ministry of Construction has prepared a draft government decree on conducting an experiment on information support of urban planning activities using a cloud solution from 2020 to December 1, 2022. It is planned to spend 254.3 million rubles for these purposes.[2]
Federal GIS for the construction complex did not find a contractor
The tender for the development and support of the first stage of the state information system for ensuring urban planning activities of the Russian Federation (GISOGD of the Russian Federation) was declared invalid, since not a single application was submitted for participation in it. The relevant information was posted on the public procurement website on July 24, 2020[3].
Tender
The tender for the development and support of the first stage of the system for ensuring urban planning of the country was announced by the subordinate organization of the Ministry of Construction - the federal autonomous institution "Federal Center for Standardization, Standardization and Technical Assessment of Compliance in Construction" on March 30, 2020. After the tender was announced, as TAdviser was told in the Ministry of Construction, technical changes were made to its tender documentation. Which ones, how significant and in connection with which the ministry did not explain to the publication.
The initial maximum contract price was 93 million rubles. Financing for the creation of the system, according to the tender documentation, will be carried out from the funds of the federal project "Digital State Administration" of the national program "Digital Economy."
Applications for participation in the tender were accepted until June 26, but subsequently the deadline for their submission was extended until July 24. As explained by TAdviser in the Ministry of Construction, in connection with the spread of coronavirus infection. During the tender, two applications were submitted. They were subsequently recalled. Both applications were registered by the Ministry of Construction on May 15, one of them was withdrawn on June 10, the other on July 23. Who exactly the applications were submitted on the portal is not specified.
As of July 29, the terms of reference of the tender have been adjusted in accordance with the new priorities of the federal program "Digital Public Administration" and are consistent with the Ministry of Telecom and Mass Communications. Upon its completion, the tender will be re-announced.
The system for ensuring urban planning activities in Russia is created in accordance with the instructions of President Vladimir Putin given to ex-Prime Minister Dmitry Medvedev on July 19, 2018. According to the instruction, in order to modernize the construction industry and improve the quality of construction in the stoan, a transition should be made to the system of life cycle management of capital construction facilities by introducing information modeling technologies.
System
According to the terms of reference, the system for ensuring urban planning activities of the country should be designed for:
- consolidation and processing of data contained in government and other information systems;
- improving the quality of public administration;
- support management decision-making in the field of state management of urban planning activities;
- information and analytical support for the implementation of the powers of federal executive bodies, as well as the achievement of the goals of their subordinate institutions and the exchange of information between such organizations.
The main objectives of the system in the terms of reference are:
- modernizing the construction industry and improving the quality of construction;
- increase of efficiency of capital construction facilities management processes at all stages of their life cycle;
- creation of services for seamless management of capital construction facilities at all stages of the life cycle;
- ensuring transparency and consistency of information on the implementation of investment and construction projects, information contained in urban planning documentation and other information on the implementation of processes in the field of construction and housing and communal services;
- creation of a single point of access to reliable information on the state of a group of urban development industries.
One of the main tasks of the system are:
- integration of state information systems for ensuring urban planning activities of the regions of Russia, federal GIS provided for by the Urban Planning Code and other federal GIS, including the "Unified Portal of State and Municipal Services (Functions)"), as well as systems of legal entities;
- organization of accumulation and processing of information on documents, materials on the development of territories, on their development, on existing and planned for placement of capital construction facilities and on other information necessary for urban planning activities;
- building a unified repository of analytical information on the state of construction and housing and communal services;
- unique, uniform identification of capital construction facilities, investment and construction projects within the framework of which their construction is carried out, as well as related information stored in state and other information systems;
- ensuring the formation, maintenance, automatic update of digital regulatory and technical documentation, as well as access to it by users;
- organization of collection, consolidation of information on the implementation of processes in the urban planning sphere, their processing and analysis.
The system should automate the processes of analyzing and monitoring the activities of participants in urban planning processes, including territorial planning, urban planning zoning, territory planning, construction, reconstruction, operation, overhaul, demolition of capital construction facilities, landscaping. Also, the system should automate the processes of interaction between participants in urban planning processes, as well as engineering surveys, preparation of design documentation for construction, reconstruction, overhaul.
The following parameters are specified as mandatory characteristics of the system:
- 100 requests per second on average, maximum - 1 thousand;
- 50,000 Gigabytes of accumulated information per year on average;
- 2 thousand users simultaneously working with the system on average, 10 thousand - maximum.
The system shall consist of an open part, which contains information available to unauthorized users, and a closed part, the functions of which are available only to registered users of the System. The closed part of the system includes functional and supporting subsystems. Functional subsystems include:
- System portal;
- Subsystem of construction information classifier generation and maintenance;
- Information and analytical subsystem;
- Subsystem for maintaining a register of documents required for examination of design documentation and/or results of engineering surveys, as well as standardization documents required for architectural and construction design, construction, reconstruction, operation and demolition of capital construction facilities;
- Data processing subsystem for rendering state and municipal services;
- Administration subsystem;
- Information security subsystem;
- Subsystem of interaction with external information systems;
- Regulatory reference information subsystem;
- User authorization subsystem.
The principle of building a platform-service (microservice) architecture should be used in the development of the system. System components should be based on a single functional core, primarily with open source software supported by the developer community.
When creating and developing the system, software tools included in the unified register of domestic software (software) should be used, or developed within the framework of its creation, which must comply with the requirements of the rules for the formation and maintenance of the register of Russian software.
Create a cloud to combine urban planning data across Russia
In May 2020, it became known about the creation in Russia of a cloud solution for the State Information System for Ensuring Urban Planning Activities (GISOGD of the Russian Federation), which is being developed by the Ministry of Construction and Housing and Communal Services. This system is designed to combine all urban planning information in Russia on a single platform.
The Ministry of Construction integrates urban planning data throughout the country for further analysis in the national data management system, and also translates administrative procedures in the field of urban planning into digital format. It is assumed that such a project will increase the openness of urban planning activities for society, including by reducing the cost of obtaining information generated at all stages of the life cycle of capital construction facilities by individuals and legal entities.
According to the deputy head of the Ministry of Construction Alexander Kozlov, the regions should start working in their ISOGD in 2021, but by May 2020 only 25% of them "qualitatively solve the task." The rest are experiencing difficulties, including due to the lack of highly professional specialists in the design of such systems. For the accelerated implementation of ISOGD in the subjects, the Ministry of Construction decided to create a cloud solution for regional systems, he said.
An experiment on information support of urban planning activities using a cloud solution will be carried out from July 1, 2020 to December 1, 2022. This initiative is designed to accelerate the creation of an up-to-date and complete digital database on the conditions for the implementation and planning of urban planning activities in Russia.
It will also provide for the possibility of obtaining electronic urban planning services by investors and citizens. In addition, thanks to the experiment, it is planned to reduce the cost of regional informatization. 254.3 million rubles are allocated for the implementation of the project.[4]
