2020: Holding a remote meeting using the system of face recognition

On May 26, 2020 it became known of that, Moscow City Court as IT- the company CROC completed a pilot project, having applied during the remote court session on videokonfertssvyaz (VIDEOCONFERENCING) the Russian biometric system recognitions of persons on a basis neuronets. In the conditions of isolation and limited access for citizens in courts development of CROC helped to hold a meeting without physical presence of the parties. After removal of a quarantine such format will allow to expand access for citizens to justice and to accelerate hearing of cases.

As it was reported, in April, 2020 the Moscow City Court granted a request of citizens and together with CROC tested modern mechanisms of remote conducting court sessions. Judges, the administrative claimant (prosecutor) and the administrative defendant (individual) became participants of the first in Moscow City Court online meeting on an administrative case in the claim for cancellation of the right to control of vehicles which took place in appellate instance.

They were connected to service of a video conferencing (VKS) of court, having authorized on the official portal of courts of law of the city of Moscow through Unified identification and authentication system service. For this purpose was rather home notebook with the built-in camera. Interaction of users on VKS practically does not differ from communication on Skype or WhatsApp from video. It is possible to study case papers online - all documents are attached to electronic case and are available in a personal account on the portal of courts of Moscow.

Usually the personality of the participant at the beginning of the meeting is identified by the judge by the passport. At an online meeting the technology of video analytics helped with it. The trained neuronets will recognize the person according to the photo which is loaded into the database. If the person grew a beard, changed a hairstyle or put on a medical mask, the program all the same recognizes him. For recognition it is enough to see 30% of the person. The analysis of a video flow goes continuously during all meeting. It is difficult to deceive network - if the person left a frame or another sat down on its place, then on the screen of the judge the bright indicator will appear.

At good illumination and a position of the person "facing the camera" the correctness of face recognition is 98%. Thus, despite remote participation of the parties, for the structure of court using modern technologies the situation of direct communication and permanent identification of the interlocutor which takes place when conducting internal court sessions is reproduced. In addition it is possible to connect algorithms of speech recognition and to automatically create the minutes.

The possibility of conducting court session with remote participation of the parties was permitted by the Supreme Court of the Russian Federation. According to the March resolution of 2020, if technically possible courts can initiate hearing of cases using the systems of a video conferencing.

For further implementation of such technology in courts it is necessary to develop regulations for court and the parties where it is necessary to record categories of the affairs available to online consideration, an order of filing of application on remote participation in court session, methods of exchange of documents and video records by the parties and also requirements to the equipment of participants.

We got used to modern technologies which our court actively implements therefore the online meeting did not become for us a surprise, and experience of consideration of the case in Moscow City Court by means of an online meeting was successful. Everything passed regularly, the procedure is completely observed. At the same time it was succeeded to minimize number of personal contacts that in the period of a pandemic especially relevant.

The Moscow City Court also added that in the near future remote court sessions will widely apply by consideration of civil and administrative cases in courts of law.

Experience of foreign vessels also confirms sales opportunity of remote court sessions. For example, in the period of COVID-19 pandemic courts of Australia transferred meetings to online on VKS too. Only for April, 2020 about 2 thousand people from 30 countries of the world participated in such online meetings on complex economic and family affairs.
