2020: Start of the platform
On June 1, 2020 the Head department of state examination (Glavgosekspertiza of Russia) announced start of the Single digital platform of examination in the field of construction.
It allows to automate all main stages and procedures of conducting examination among which:
- representation for examination of documents;
- storage of documentation;
- check of completeness of the arrived documentation;
- maintaining contractual documents;
- payment control;
- preparation of notes and conclusions;
- interaction of the applicant and the expert organization regarding signing of documents the strengthened qualified electronic signature;
- conducting official correspondence on the project of examination;
- working off of notes to completeness and the submitted documents;
- transfer of the conclusion and archive of documentation in GIS the Unified state register of the conclusions.
The new solution, allegedly, will allow to increase quality and speed of work of the expert organizations and will provide integration of the construction industry during transition to the beginning of universal use of the State information system of ensuring town-planning activity.
The single digital platform of examination is developed by a project team of Glavgosekspertiza of Russia using the Russian and open, freely extended software and also cloud computing.
The platform solutions, end-to-end technologies and other tools put in a core of a digital medium provide integration at the level of microservices and create conditions for work in customers, builders, federal authorities, experts and other participants of process of creation of an object in unified confidential environment, taking into account the roles and powers registered for everyone. In this Wednesday functioning with information models and also with libraries, databases, qualifiers, registers using elements of intellectualization and digital assistants to the expert is ensured.[1]
