Putin signed a law on a single digital employment platform
At the end of June 2021, Russian President Vladimir Putin signed a federal law on a single digital employment platform, which will enter into force on July 1. It will allow employment centers to offer job opportunities throughout the country and provide most of the services in electronic form.
According to the authors of the law, it will improve the interaction of the population with the employment service, including using online formats, save citizens from the need to collect various papers, and expand the opportunities for the employment service to assist various categories of citizens.
According to Rossiyskaya Gazeta, citing the Ministry of Labor and Social Protection of the Russian Federation, by the end of June 2021, there are more than 2 thousand separate centers and departments in the employment service of Russia, as well as 30 thousand specialists working there. A single digital platform will optimize their work. With the help of it, it will be possible to proactively manage the labor market: to help citizens build successful careers, and organizations to find the right employees.
In accordance with the law, employment centers will not only help citizens in finding work, but also assist in registering as self-employed, provide one-time financial assistance to start-up entrepreneurs, and help in professional retraining. With a personal appeal, they will help them draw up an electronic application for free, register on a single platform "Work in Russia," as well as on the public services portal in the absence of a confirmed account.
The law also provides that from March 1, 2021, the quota for employment in relation to citizens with disabilities will not be formally fulfilled, creating jobs only on paper. Now it will be considered executed only with the actual employment of a citizen.[1]
Adoption of the draft law on the creation of a single vacancy platform
On June 16, 2021, the State Duma adopted in the third (final) reading a bill on the creation of a single digital platform for vacancies and a remote format for finding work. Thanks to this initiative, Russians will not need to visit employment centers.
According to RIA Novosti, the platform will contain information on employment opportunities, employers who are in need of workers, the availability of vacant jobs and vacancies, citizens seeking work, as well as public services in the field of employment promotion, including in electronic form.

According to him, the system will increase the quality and efficiency of employment services - for example, the certificates necessary for registering and assigning benefits will be provided automatically within the framework of interagency cooperation.
It is noted that the electronic format does not exclude the option of personal appeal of citizens and employers to employment service bodies.
The law will also oblige a number of employers - federal, regional and local authorities and those with more than 25 people in the state - to post information about all jobs on a digital platform.
In addition, state support will be provided for graduates, including those under the age of 25 and those who have completed higher education, seeking work within a year from the date of issuance of the education document.[2]
2020: Putin's order to create a platform
On June 8, 2020, Russian President Vladimir Putin instructed the Cabinet of Ministers to create a single Internet platform for posting vacancies.
