All Russian schools equip with the system of face recognition for 2 billion rubles

In the middle of June, 2020 it became known of contracts which were signed by the National center of informatization (the NCI, is included into Rostec Group) with regional Departments of Education. It is about installation  of cameras with face recognition function which should appear in all 43 thousand schools in Russia.

Data on purchase of such systems are published on the website of state procurements, the parties confirmed to Vedomosti the cooperation fact. Total amount of contracts exceeds 2 billion rubles, the newspaper counted.

Among other things the contractor will deliver video surveillance systems which are used for increase in safety of children during educational process (corridors, halls, ladders) and also cameras for outside video surveillance, for security of perimeter and the adjacent territory of schools. The ElVIS-NeoTech company (Rusnano portfolio company) was responsible for their development for purchase, her representative Evgeny Lapshev reported the newspaper.

The module of face recognition FindFace from NtechLab company will also be integrated into the general system. It is supposed that a system will allow to ensure safety at schools, to pass only the pupils, employees and other people allowed for an input to the building and also to consider their visit.

Also NtechLab states that databases with persons will be locally stored, and introduction of the person of the pupil or the teacher will require his consent. At the same time it is unknown whether the person will be able to continue to attend school in case of refusal.

On one school about 20 cameras worth 10 thousand rubles everyone are required. They are connected to the Orwell platform which is capable to detect ignitions, smoke and suspicious objects. To the middle of June, 2020 of a video surveillance system are developed at  1608 schools in  12 regions of Russia.^[1]

Meanwhile, in NCI denied information on face recognition system implementation at schools:

Information of the Vedomosti edition on implementation at the Russian schools of the systems of tracking school students with function of face recognition is not true. The NCI, really, implemented a pilot project of complex equipment of 1.6 thousand educational institutions within the federal draft "Information Infrastructure" of the national program "Digital Economy" and the national Education project. Delivery conditions did not provide implementation of a sensing technology of persons. The company did not sign any delivery contracts of a video equipment in 43 thousand schools, - said in NCI.
