2020: Creation of the register

On July 7, 2020 the State Duma of the Russian Federation adopted in the third final reading the law on creation of the Federal register of the citizens having the right to  free drugs, medical products and  products of clinical nutrition.

The federal register of the exempts having the right to free drugs will be started on September 1, 2020. Thanks to digitalization it will allow to automate the analysis of security of citizens with medicines, to increase the forecast accuracy of change of requirements and to optimize supply of medicines, the chairman State of the Duma explained Vyacheslav Volodin.

This initiative should simplify as much as possible life of citizens who struggle with a serious illness that they timely and in full received the necessary medicines — Volodin says. — Therefore it is very important that by the time of the introduction of the law in force in full (on January 1, 2021) the government adopted all necessary bylaws.

According to the Chairman of the State Duma, the law creates more flexible system of distribution of medicines focused first of all on needs of patients.

Today  we have different state programs which differ the list of allowed volumes of the state guarantees sometimes of an izz  of misunderstanding of number insured and  a lot of things another. The considered bill is designed to make the main thing  — to bring order  — the Chairman of the Committee on  health protection  Dmitry Morozov explained on July 7, 2020.

The parliamentarian noted the main postulate to which it is important to adhere: "Each sick citizen who belongs to  the category of exempts should be provided with medicines for preserving of health and  life".

The federal register, according to Morozov, in addition to that information which defines quantity insured and  category of diseases, should have up-to-date, actual information of security of each exempt.^[1]
